She said the Board of Zoning Adjustments was unable to make <br /> findings to approve the fence. The fence does not comply with the General <br /> Plan, it is not recognized as being beneficial to the development of the <br /> property and it negatively affects the appearance of the property. She read <br /> a letter from the adjacent property owner at 2152 West Avenue 136th opposing <br /> the fence. <br /> The City Council asked if there were any other front-yard fences in the area <br /> and whether the property owner was told by a City Inspector that it was <br /> permissible to proceed with building the fence. She responded that staff <br /> had not authorized continued construction of the fence. <br /> The Hearing was then opened to the public. <br /> The Applicant was not present to comment on the Appeal . <br /> Larry Norry, President of Mulford Gardens Improvement Association, said the <br /> Association opposed the fence. <br /> There being no further comments from the public, on motion of Council Member <br /> Polvorosa, seconded by Council Member Faria and carried unanimously, the <br /> Public Hearing was closed. <br /> On motion of Council Member Santos, seconded by Council Member Perry, with <br /> Council Member Glaze abstaining, the City Council upheld the decision of the <br /> Board of Zoning Adjustments and denied the Appeal . <br /> b. Matter of PD-88-10 GDP/PDP (1st Modification); General Development <br /> Plan/Precise Development Plan; Modification to Planned Unit Development to <br /> Extend Time Schedule for Commencement and Completion of Construction and to <br /> Allow Commercial Retail and General Office Uses in the Development; 2000 <br /> Doolittle Drive; AAAAA Rent-A-Space; I-P (Industrial Park) District. <br /> This being the time and place for the public hearing on the above matter, <br /> Gaye Quinn, Acting City Planner, said that the subject Planned Development <br /> was approved by the City Council in 1988. The subject modification requested <br /> a one-year extension of time to December 16, 1991 for commencement of <br /> construction and also requested that the permitted uses be expanded to <br /> include retail tenants. She said the Planning Commission was recommending <br /> a time extension to September 1, 1991 , but did not recommend approval of the <br /> requested retail uses. She described the property, which is located on <br /> Doolittle Drive north of Marina Blvd. She said that it is zoned I-P and the <br /> existing approval is for an industrial park. She said the time extension <br /> is a minor issue; the major issue is the commercial/retail request. She said <br /> that, according to the existing Zoning Code, which is somewhat vague on this <br /> matter, only those retail or commercial uses which would serve uses in the <br /> immediate industrial area are permitted. She said the addition of retail <br /> uses could lead to problems, including increased traffic, and that the <br /> Negative Declaration was based on the original approval only. <br />
