Minutes - San Leandro City Council Meeting - May 21, 1990 Page - 6 - <br /> PUBLIC HEARINGS (continued : <br /> The City Council asked questions regarding the types of retail or commercial <br /> uses which would be permitted under the Zoning Code, the possibility of <br /> problems with traffic caused by retail uses, and what effect the new Zoning <br /> Code would have on the subject property. They also asked what the process <br /> would be if the developer and staff disagreed as to whether or not a tenant <br /> was permissible in the I-P zone. <br /> The Hearing was then opened to the public. <br /> Michael Knuppe, 5137 Shadowridge Drive, Castro Valley, one of the owners of <br /> the property, spoke regarding the application. He described various <br /> improvements that had been made in connection with the site, including street <br /> and sidewalk widening. He said there is enough parking on site for one <br /> vehicle for every 250 square feet. He said his company has spent a <br /> substantial amount of money for market research on this site and there is <br /> a lot of competition with other storage facilities. He said he is trying <br /> to attract tenants and feels there must be retail and commercial uses to <br /> make the site feasible. He said if rezoning is needed he would be willing <br /> to undertake that process. He pointed out other locations in the immediate <br /> area which have retail uses such as a deli and a mini -mart. <br /> The City Council asked what types of uses he wished to attract to the <br /> facility and whether he would agree to tenant-by-tenant approval of <br /> occupants. <br /> There being no further comments from the public, on motion of Council Member <br /> Glaze, seconded by Council Member Polvorosa and carried unanimously, the <br /> Public Hearing was closed. <br /> On motion of Council Member Santos, seconded by Council Member Perry and <br /> carried unanimously, the City Council approved the extension of time for <br /> commencement of construction to September 1, 1991 , and suggested that the <br /> applicant come back to the City with a specific program for commercial/retail <br /> use of the facility. <br /> c. Matter of Assessment District No. 99, Marina Boulevard Underground Utility <br /> District. <br /> - Engineer's Report <br /> - Letter from San Leandro Chamber of Commerce in Support of City's <br /> Underground Utilities Conversion Plan. <br /> - Letters of Protest from Gary Lindstrom, Gary Lindstrom & Company, Inc. ; <br /> Emily Ray; G. Howard Peterson, Peterson Investment Company; Vincent <br /> Damiani , TruckPlan Premium Finance; Wayne Martinelli ; and Donald L. and <br /> Beth A. Coffel . <br /> - Letters of Protest from 39 Property Owners (received on May 21, 1990) . <br /> - Letter from G. Howard Peterson, Peterson Investment Company, Withdrawing <br /> His Protest (received on May 21, 1990.) <br /> 1. Public Hearing on Whether the Public Convenience and Necessity Require <br /> the Ordering of Proposed Improvements Without First Complying with the <br /> Provisions of the Special Assessment Investigation, Limitation and <br /> Majority Protest Act of 1931. <br /> - See Resolutions Below. <br />
