She said the developer should conduct an EIR and <br /> pay for it, not the City. The City Attorney explained that the reference to the <br /> EIR was a Program EIR to evaluate environmental impacts of rezoning to conform <br /> to the General Plan and to acquire property. He said it was not a Project EIR <br /> and had nothing to do with a project. He said it is a state mandate for the City <br /> to conduct an EIR to evaluate rezoning and to zone consistent with the General <br /> Plan. Ms. Delfino said the whole area should be designated open space. <br /> Elsie Ritchie, 1610 - 142nd Avenue, San Leandro, said she was involved with this <br /> property years ago when she was a teacher at Dayton School and used to take her <br /> classes there for wildlife introduction. She said she felt the whole area should <br /> be left as open space. <br /> Howard Kerr, 15388 Norton Street, San Leandro, said the City has done a great <br /> job so far and the community should get behind them and support them. He noted <br /> the Grass Roots Action Board recommendation for a route for Route 61 and said <br /> he would like to see the City Council work with Cal Trans on this matter. He <br /> also noted a 1987 resolution confirming the need for the north/south route and <br /> requested the City keep Cal Trans involved. <br /> Audrey Albers, 203 Santa Maria Ct. , San Leandro, said it disturbed her that the <br /> agreement indicated the City would help the developer obtain necessary permits. <br /> She said this should be the developer's expense and problem. The City Attorney <br /> pointed out the need to work with all affected agencies to prepare a Habitat <br /> Management Plan and noted that the property is privately owned. <br /> Beatrice Bolesworth, 1850 Dayton Avenue, San Leandro, said she wanted to know <br /> why AC Transit was continuing with a survey to go through the Citation property <br /> via Doolittle Drive. <br /> Jimmy Rumelhart, 2100 Lewelling Boulevard, San Leandro, said he felt it was <br /> obvious that Citation planned on building homes and those who like open space <br /> would be opposed. He noted that dirt had been moved from the dredge site to a <br /> housing site. He said he was concerned that the City was getting locked in with <br /> Citation. He noted there are many motorcyle riders out on the property and said <br /> there should be more security. Dick Randall , City Manager, said the dirt was <br /> moved at the request of regulatory agencies. Mayor Karp noted a recent meeting <br /> and said the property has been posted, an attempt is being made to get East Bay <br /> Regional Parks District to patrol the State wildlife area, and there should be <br /> a plan soon. <br />
