Minutes - San Leandro City Council Meeting - July 2, 1990 Page - 16 - <br /> • <br /> MISCELLANEOUS (continued) <br /> d. Matter of Appointment of Marina Master Plan Advisory Committee. On motion <br /> of Council Member Faria, seconded by Council Member Corbett and carried <br /> unanimously, the Marina Master Plan Advisory Committee was approved as shown <br /> in the memo from the Marina/Golf Course Committee dated June 28, 1990. <br /> PUBLIC HEARINGS <br /> a. Matter of Hearing Protests on Sidewalk Construction on Halcyon Drive. <br /> This being the time and place for the Public Hearing on the above matter, Bill <br /> Silva, City Engineer said that the Resolutions involved in this hearing direct <br /> staff to have the remaining sidewalk completed on Halcyon Drive. He said this <br /> hearing determines the method to proceed with the four properties that do not <br /> now have sidewalks. He said that if at the conclusion of the hearing there <br /> are protests, there would be a 60 day waiting period; if none, the work could <br /> proceed immediately. <br /> The hearing was then opened to the public. <br /> Phillip Dick, 2786 Halcyon Drive, San Leandro (also owner of 2790 Halcyon <br /> Drive) , said payment of this work would be a financial burden and asked if <br /> there was a method of help for payment. Bill Silva, City Engineer, said <br /> the payment could be made in cash or the cost could become a lien against <br /> the property taxes. Steve Meyers, City Attorney, indicated that an additional <br /> alternative as specified in the 1911 Act allows for annual installments for <br /> ten years maximum with interest at 7 percent maximum. Mr. Dick requested that <br /> the City Council give consideration to this alternative method of payment. <br /> There being no further comments from the public, on motion of Council Member <br /> Santos, seconded by Council Member Polvorosa, and carried unanimously, the <br /> Public Hearing was closed. The following Resolution was then introduced. <br /> RESOLUTION NO. 90-147 (1073) <br /> RESOLUTION OVERRULING PROTESTS, <br /> SIDEWALK CONSTRUCTION HALCYON DRIVE, <br /> MPROVEMENT ACT OF 1911 <br /> Introduced by Council Member Perry who moved its adoption, seconded by Council <br /> Member Corbett and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Glaze ( 1 ) <br />
