Minutes - San Leandro City Council Meeting - July 16, 1990 Page - 7 - <br /> PUBLIC HEARINGS (continued): <br /> Mr. Adcock indicated that, to his knowledge, the cable company was not <br /> required to notify their subscribers, but the City Clerk had a list of names <br /> of persons interested in Cable TV matters and notified them. Council Member <br /> Glaze also asked if there was a time specific for the entire City to be wired <br /> for cable. <br /> Council Member Santos indicated that it was possible that people have given <br /> up complaining and stated that, in a nation-wide poll , most Americans favored <br /> competition amongst cable companies. He encouraged future Councils to ensure <br /> against long-term agreements with one cable company. <br /> Cable company District Manager Tom Lacey and Engineer Mark Harrigan listed <br /> the cable company's accomplishments for the last twelve months. Mr. Lacey <br /> noted that: the majority of the cable rebuild, which increased the number <br /> of channels from 30 to 60, had been completed; phone lines have been <br /> increased from 28 to 41 , decreasing busy signals to zero; staff has been <br /> increased from 17 to 31 persons; Saturday and evening office hours have been <br /> added, as well as technical staff, resulting in a decrease in their <br /> installation backlog to between one and two days and repair under 24 hours. <br /> Council Member Polvorosa asked why some areas of the City are still not <br /> hooked up to cable and mentioned Chumalia and Parrott Streets and all of <br /> Pelton Center. Mr. Harrigan indicated that commercial areas are not included <br /> in the Franchise Agreement. <br /> Council Member Glaze noted that a number of dwelling units wanted cable <br /> service but still were not hooked up and asked for a report as to when these <br /> units would be served. He also asked whether Washington Manor School has <br /> been provided with cable service. <br /> Council Member Perry asked about the change in the basic cable service <br /> effective July 1, whether a number of people had elected to stay with all <br /> of the channels previously offered under the old rate, and whether <br /> consideration was being given toward providing a lifeline rate. She also <br /> requested that Cable prepare a response to the results of the questionnaire <br /> sent to the Washington Square residents. <br /> In response to Council Member Perry's question, Mr. Lacey indicated that late <br /> billing-charge dates have been expanded and the policy liberalized. Council <br /> Member Perry also asked whether public-input committee meetings were being <br /> held regularly. Cable company Customer Relations Manager Michelle Pestana <br /> indicated that, because of extremely poor attendance, the meetings had been <br /> discontinued. <br /> Council Member Faria asked several questions regarding completion dates for <br /> the rebuild, duplication of channels, the addition of new channels when <br /> duplications are eliminated, pay-for-view TV, and first-run events. <br /> Mr. Lacey estimated that the rebuild would be completed within four to six <br />
