Presentation by the Inner Wheel Club of a Plaque Bearing a Piece of the <br /> Berlin Wall , for Loan to the San Leandro Library for Display. The Club <br /> presented the plaque to the City for display in the Library. <br /> PUBLIC HEARINGS <br /> a. Matter of FM-89-7, Fence Modification to Construct a 9-foot, 6-Inch-High <br /> Combination Masonry Block and Solid-Wood Fence Along a Side Property Line; <br /> 1711 Estudillo Avenue; Assessor's Parcel Number 79-120-16; Roger Anderson; <br /> R-1 (Single Family) District--Appeal . <br /> This being the time and place for the Public Hearing on the above matter, <br /> Mayor Karp said the City had received a request to postpone this matter. <br /> Steve Meyers, City Attorney, said he had spoken to the attorney for the <br /> applicant and that they had asked that the hearing be continued to September <br /> 4, 1990. The City Council noted that other items had also been continued <br /> to September 4, 1990. Therefore, on motion of Council Member Glaze, seconded <br /> by Council Member Faria and carried unanimously, the City Council continued <br /> the Public Hearing on the matter of FM-89-7 to the September 17, 1990, City <br /> Council Meeting. <br /> b. Matter of Resolution of Intention to Vacate Excess Portion of Teagarden <br /> Street at Marina Boulevard. Staff is requesting that this matter be <br /> continued. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Steve Meyers said this matter should be recalendared and staff would renotice <br /> the matter. The City Council concurred in continuing this matter to a date <br /> uncertain. <br /> MISCELLANEOUS <br /> a. Matter of Unreinforced Masonry Building Compliance Assistance Program - URM <br /> Committee Report and Recommendations. <br /> Bill Jardin, Chairman, discussed the activities of the Unreinforced Masonry <br /> Building Compliance Assistance Committee. He said the Committee tried, in <br /> developing the URMB Compliance Assistance Plan, to balance the needs of the <br /> community with the needs of the property owners and the limitations of the <br /> City. He said Phase I of the plan, before the City Council for adoption, <br /> was for the first year of the program and consisted of two components: 1) <br /> inspection of each building by a licensed structural engineer for the <br /> preliminary engineering survey and cost estimate for retrofitting, the cost <br /> of the inspection to be paid by the City; and 2) detailed structural analysis <br /> and retrofit design, with calculations, for each building, the City to pay <br /> 10% of these costs. He said the Committee recommended that the City Council <br /> adopt Phase I of the program and approve the agreement with Jordan, Woodman, <br /> Dobson for engineering services. <br />
