Minutes - San Leandro City Council Meeting - August 20, 1990 Page - 6 - <br /> MISCELLANEOUS (continued) : <br /> The City Council asked questions regarding financing alternatives, what kind <br /> of timeline would be applied to any as yet unidentified unreinforced masonry <br /> buildings, and regulations related to publicly and privately owned buildings <br /> used for public assembly. Mayor Karp thanked Mr. Jardin for chairing the <br /> committee. <br /> Dave Jorgensen, 698 Dutton Avenue, owner of the Mission Bell Apartments, as <br /> . well as a member of the Advisory Committee, said there was confusion <br /> regarding the meaning of "historical " buildings in the City's Ordinance. <br /> Steve Meyers, City Attorney, said there is some inconsistency in the <br /> ordinance in its treatment of historical buildings, and this should be <br /> considered by the City Council at a future meeting. Mr. Jorgensen went on <br /> to say he felt no real innovative action was being taken in the program. <br /> He noted Title 24 problems, the possibility of asbestos problems, costs of <br /> retrofitting and the relationship to rent increases, and the loss of <br /> earthquake insurance. Mr. Jorgensen discussed actions taken by the City <br /> Council to date in this matter. The City Council asked Mr. Jorgensen <br /> questions regarding the actions he has taken on his building. <br /> The City Council discussed the intent of the State law. Mayor Karp discussed <br /> the City Council 's responsibility for the health and safety of the public <br /> through this program. Blaine Brassfield, Chief Building Official , described <br /> the parameters used in SB 547 in developing URMB requirements, and how these <br /> parameters were applied to buildings in San Leandro. There was considerable <br /> discussion related to the ages of buildings and how this did or did not <br /> affect their inclusion on the list of URM buildings. <br /> W. R. Mathias, 877 Sybil Avenue, spoke regarding the First Presbyterian <br /> Church on Estudillb Ave. and the Masonic Building on West Joaquin, both of <br /> which appear on the list of URM buildings. He said in 1952 the City of San <br /> Leandro was requiring reinforcing in masonry buildings, but the City did <br /> not refer to its files when it made drive-by inspections of these buildings. <br /> Blaine Brassfield stated that the Church would be removed from the list, as <br /> it conformed with the requirements. Mr. Mathias noted that the Masonic <br /> Building has had substantial work done which should comply with the <br /> ordinance. Mr. Brassfield said plans had been received which would be <br /> analyzed. <br /> On motion of Council Member Santos, seconded by Council Member Glaze and <br /> carried unanimously, the City Council accepted the report of the Unreinforced <br /> Masonry Building Compliance Assistance Committee. <br />• On motion of Council Member Santos, seconded by Council Member Polvorosa and <br /> carried unanimously, the City Council approved Phase I of the proposed plan. <br />
