Minutes - San Leandro City Council Meeting - September 4, 1990 Page - 4 - <br /> PUBLIC HEARINGS (continued) <br /> The City Council asked what types of uses were anticipated for pads A and <br /> B and whether or not Pacific Development Group would be willing to go through <br /> a tenant review process. They also asked how litter would be handled by <br /> Burger King off the site. <br /> James Harlon, representing Burger King, 3875 Hopyard Road, Pleasanton, spoke <br /> regarding the matter of litter pickup and said Burger King would be willing <br /> to have employees pick up litter within a block or two of the restaurant a <br /> couple of times a day. In response to City Council questions, he also spoke <br /> at length regarding hours of operation of the Burger King, peak hours of the <br /> drive-thru, the number of customers per day, the amount of sales per day, <br /> and the method of handling stacked vehicles in the drive-thru line. He <br /> noted Burger King would take some of the traffic away from the McDonald's <br /> and the Jack-in-the-Box in the area. In response to questions by City <br /> Council , he said if Burger King could not have a drive-thru window it would <br /> not be feasible, as competitors in the area have drive-thru windows. <br /> The City Council recessed from 9:55 p.m. to 10:00 p.m. <br /> The Hearing was then opened to the public. <br /> Mayor Karp noted that Roy Parker, Transportation Administrator, was not <br /> available this evening because he had gone home ill . <br /> Victoria Camacho, 3748 Anza Way, said she is opposed to the fast-food <br /> restaurant and is concerned regarding traffic. She noted the existing <br /> traffic from Greenhouse Market Place and also said there are many vacant <br /> stores at Washington and Monterey and in Greenhouse Market Place. <br /> William Swann, 15272 Elvina Drive, said he was concerned regarding traffic <br /> problems and felt a left-turn lane would be a problem. He said he was <br /> opposed to fast-food restaurants and that a family-type restaurant was <br />• needed. <br /> Barbara Tierney, 3965 Mission Way, said she was concerned regarding the <br /> traffic and also noted the vacancies at Greenhouse Market Place and at the <br /> corner of Monterey and Washington. She felt other uses, such as a medical <br /> building, a bank, or an auto dealer would be more appropriate for this area. <br /> Florence Ruha, President of Floresta Homeowners Association, expressed <br /> concerns regarding fast-food litter and traffic. She noted that she had <br /> called 200 residents of the Floresta area who objected to construction of <br /> a Burger King at this site. She said she realizes the site is hard to <br /> develop but the proposal for the site is inappropriate. She noted that <br /> Washington is a corridor and there should not be any more fast-food <br /> restaurants on it. <br /> Bob Leigh, President of Washington Homeowners Association, Vice President <br /> of Associated Homeowners of San Leandro, Inc. , said he was concerned about <br /> traffic and concerned about what is happening to San Leandro Boulevard. <br />
