Minutes - San Leandro City Council Meeting - September 4, 1990 Page - 5 - <br /> PUBLIC HEARINGS (continued) <br /> He described various problems on Washington Avenue and into Greenhouse Market <br /> Place. He said he felt the Planning Commission and the City Council needed <br /> more specific information related to traffic from staff. He referred to "May <br /> Is Quality Month" meetings and said that difficult decisions needed to be <br /> made if the City was going to improve San Leandro and encourage high-quality <br /> developments. He said Washington Avenue is a southern gateway to the <br /> community. <br /> Kent Myers, representing Associated Homeowners of San Leandro, Inc. , noted <br /> that Associated Homeowners had sent two letters, one of which was not in the <br /> City Council 's packet. He said Associated was not expressing an opinion on <br /> the project but they did. have concerns regarding traffic. <br /> Dan Arellano, 1670 Boxwood Avenue, spoke regarding the level of service for <br /> PD-89-1 and said it would be improved to level of service E but this was <br /> still not an acceptable level of service. He said although the proposed <br /> improvements for this project would mitigate many of the traffic problems, <br /> the development should not eat up the capacity for other developments, such <br /> as Robert's Landing. <br /> Howard Kerr, 15388 Norton Street, said he agreed with comments made by Mr. <br /> Leigh. He said trucks that go in and out of San Lorenzo must go through <br /> the Washington/Lewelling intersection. He did not see a need for more fast- <br /> food restaurants or for a Walgreen's and said the people of Washington Manor <br /> did not want this development. <br /> Sandra Nielsen, 18703 West Cavendish, Castro Valley, one of the owners of <br /> the property, said she works at the Mobile Home Park at 2100 Lewelling <br /> Boulevard and said that if the street is not widened the traffic will get <br /> worse. She said she and her brother have talked to several other developers <br /> in an attempt to develop this property. <br /> Jim Nielsen, 7300 Shelbourne Drive, Loomis, California, the other property <br /> owner, also noted that he and his sister have tried to do something with this <br /> property for the last two years and said the corner lot was a big problem. <br /> He said this project is the best that they've been able to develop and they <br /> don't know what else to do with the property. <br /> Dave Powell , Pacific Development Group, in summary, said he sees this as an <br /> opportunity to repair an existing traffic problem, not create new ones. He <br /> said this project cannot be compared to Greenhouse Market Place because its <br /> scope is so much smaller. He said the proposed improvements will provide <br /> improvements necessary for this intersection and if there is no project, the <br /> abandoned Safeway store will stay as is. He said other developers have no <br /> other ideas for development of this property. <br /> There being no further comments from the public, on motion of Council Member <br /> Polvorosa, seconded by Council Member Perry and carried unanimously, the City <br /> Council closed the Public Hearing. <br /> Mayor Karp noted that many conclusions had been drawn without benefit of <br /> traffic engineering expertise and suggested that the City Council continue <br /> the Public Hearing to September 17, 1990, so that traffic engineers could <br /> answer their questions. <br />
