Minutes - San Leandro City Council Meeting - September 17, 1990 Page - 7 - <br /> PUBLIC HEARINGS (continued) <br /> Roy Parker, Acting Director of the Engineering and Transportation Department, <br /> said that the plan line widening for the intersection was approved by the <br /> City Council approximately one year ago. He described the existing traffic <br /> configuration and described the modifications which would be made if the <br /> traffic improvements required as part of this project were installed. He <br /> discussed in detail the existing and future levels of service. As a basis <br /> of comparison, Mr. Parker used on-street traffic circulation at the K-Mart <br /> development to compare to the proposed development. <br /> The City Council asked a number of questions related to the distance between <br /> the proposed left-turn pocket on Washington Avenue and Lewelling Boulevard <br /> and the bridge; if there was an alternative to the left-turn in; and how many <br /> cars and/or semi-trucks would be able to stack in the proposed left-turn <br /> lane. <br /> Mr. Parker showed a number of slides of existing site and traffic situations. <br /> The City Council asked additional questions regarding traffic circulation <br /> on the site; loading areas, specifically for Burger King; stacking in the <br /> Burger King drive-thru; traffic patterns at noon time; and site-distance from <br /> the proposed left-turn lane to the change in grade at the flood-control <br /> bridge. <br /> Council Member Glaze moved to deny PD-89-1, seconded by Council Member Perry. <br /> The City Council then had additional discussion. <br /> Council Member Santos said he felt the project would improve the traffic <br /> situation and noted that the developer had said he would install litter <br /> containers if necessary. He said he felt the improvements would increase <br /> the capacity of the intersection significantly and all mitigation will be <br /> in place. He said the neighborhood had been pressing the City Council for <br /> traffic improvements and the left-turn should be discussed if more mitigation <br /> is needed, but the future of the area should be considered. <br /> Council Member Polvorosa asked what impact the future development of Marina <br /> High School would have on the subject intersection. <br /> Council Member Glaze said that, based on hours of operation of the Burger <br /> King, litter, roof-top equipment adjacent to apartments, trash receptacles, <br /> the left-turn lane, pedestrian activity, and the safety of school children, <br /> he had made the motion for denial . <br /> Council Member Santos said if litter and other conditions are a concern then <br /> they should be addressed in the Conditions of Approval and suggested there <br /> be a supplementary motion to address those impacts. It was reiterated that <br /> the motion was to deny the Planned Development and require Findings of Fact <br /> for the next City Council meeting. <br /> The motion was passed with Council Member Santos voting no. <br /> The City Council recessed from 9:40 to 9:45 p.m. <br />
