Minutes - San Leandro City`.Council Meeting - November' 19, 1990 Page - 7 - <br /> PUBLIC HEARINGS (continued) <br /> There being no comments from the public, on motion of Council Member Perry, <br /> seconded by Council Member Glaze and carried unanimously, the Public Hearing <br /> was closed. <br /> On motion of Council Member Santos, seconded by Council Member Glaze and <br /> carried unanimously, the recommendation of the Planning Commission to rezone <br /> the property at 900 Doolittle Drive was approved. <br /> c. PD-90-4; Planned Unit Development (General Development and Precise <br /> Development Plans Combined) ; Planned Unit Development for a Single-Story <br /> Commercial Building with a Floor Area of 6,200 Square Feet, 15325 Hesperian <br /> Boulevard; Southwest Corner of Hesperian Boulevard and Springlake Drive; <br /> Assessor's Parcel Number 77C-1290-4; Jerry Kler, Architect; N (Nursery) <br /> District. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Associate Planner Norm Weisbrod said the property, located at the corner of <br /> Hesperian Boulevard and Springlake Drive, is a small parcel which was left <br /> over after the Lakeside Village apartment complex and Springlake Drive were <br /> .completed in 1970-71 . He said in 1989 the property was the subject of a <br /> Planned Unit Development application for the construction of two buildings <br /> with 9,000 square feet, which was denied. Tonight's proposal is for a new <br /> development, consisting of a single-story, 6,200-square-foot, retail - <br /> commercial building at the rear of the property for up to five tenants, with <br /> parking in the front of the building. He said the parking lot would be <br /> accessed from an entrance-only driveway on Springlake Drive and a two-way <br /> driveway on Hesperian Boulevard. He discussed the number of parking spaces, <br /> the architecture, the landscape plan, and a monument sign which must be <br /> reviewed with the Site Development Committee prior to installation. He said <br /> possible uses could include personal services such as a dry cleaners or <br /> office uses such as an insurance office. <br /> Mayor Karp said the City Council had concerns during the previous Planned <br /> Unit Development application discussions related to the traffic coming off <br /> the freeway onto Springlake Drive. He said the City Council expressed <br /> concern that the parking lot be adequately marked to indicate entrance-only <br /> on Springlake Drive. Mr. Weisbrod said the entrance-only driveway was <br /> approved by the City Traffic Engineer, and the parking lot will be striped <br /> and signed as appropriate. He also said that when the flyover is completed, <br /> it is anticipated that area traffic will decrease. Mayor Karp asked if <br /> consideration had been given to angling the driveway. <br /> Council Member Perry said she was still concerned about traffic backing up <br /> on Springlake Drive and the possibility of vehicles cutting through the <br /> parking lot to avoid the traffic signal . She noted the Traffic Engineer's <br /> analysis said the site could function adequately with only the Hesperian <br /> Boulevard driveway. Mr. Weisbrod said the developer did not feel the <br /> development could work without the Springlake Drive entrance, and the Traffic <br /> Engineer does not think the Springlake Drive entrance would be a problem. <br /> • <br />
