Staff recommends <br />appropriating $2,650,000 for soil removal associated with the project. <br />BACKGROUND <br />The City is in contract with SJ Amoroso for construction of improvements needed to <br />rehabilitate the WPCP at 3000 Davis Street. This project includes a significant amount of <br />excavation with most of the excavated material designated for removal from the site. <br />Depending on levels of contamination, excavated soils can be reused locally, disposed at a <br />landfill near Livermore, or shipped to Utah. Soil samples taken during design indicated that <br />the soil was suitable for disposal at the Livermore landfill facility or re -used locally. <br />Most of the soil excavation is completed. Samples taken during construction indicate that a <br />much larger than expected amount of soil will require transport to either the Livermore or Utah <br />facilities. <br />Analysis <br />The increase in project costs due to the soil transportation and disposal requirements is <br />estimated at $3,025,000. Staff is working with regulatory agencies to explore options and <br />receive permission to reuse some of the soil on-site which could lower this cost. This approval <br />is not assured. <br />The balance of the construction work is proceeding at slightly lower than anticipated cost and <br />City of San Leandro Page 1 Printed on 1114/2014 <br />
