Project subcontractors Kittelson, Strategic Economics, and CCP will each attend at <br />least one of the kick-off meetings. Relative to transportation, the kick-off meeting <br />provides an opportunity to identify existing transportation studies and data sources, <br />discuss project alternatives, and review project milestones. Kittelson would also <br />use the kick-off meeting as an opportunity to determine the list of intersections and <br />roadways to be analyzed in the Transportation Element and EIR and determine <br />where new vehicle, pedestrian, and bicycle counts will be needed. For Strategic <br />Economics, the kick-off meeting is an opportunity to learn about existing <br />economic development initiatives and market conditions in the city. A separate <br />kick-off meeting is envisioned for Barry Miller, The Planning Center I DC&E, and <br />CCP to discuss communication and outreach methods with City staff. <br />1.2 Prepare General Plan Mapping and Graphics Strategy <br />Barry Miller and The Planning Center I DC&E will work with City Staff to <br />develop a General Plan Mapping and Graphics Strategy. Geographic Information <br />System (GIS) shapefiles will be collected and the data will be assessed to determine <br />gaps or additional needs. From our prior work experience with the City, we <br />understand that some of the General Plan and EIR maps can be easily created <br />using existing shapefiles maintained by the City's GIS staff. Other General Plan <br />maps will need to be created using the Freehand/ Illustrator files generated during <br />the 2002 Update (which Barry Miller has archived), or will be newly created using <br />data to be compiled by the consulting team. It is anticipated that the General Plan <br />and EIR will ultimately contain about 20 to 25 maps each (the existing Plan has 22). <br />In many cases, the same maps will be used in the Plan and the EIR, with title <br />blocks changed as needed. <br />1.3 Collection of Relevant Planning Documents <br />Barry Miller will work with City staff to collect and review all the documents that <br />will inform the General Plan Update, The Planning Center I DC&E and other <br />members of the team will likewise collect background information necessary for <br />the environmental review process. <br />1.4 Address General Plan Organizational Issues <br />Barry Miller will work with staff to explore issues related to the content and format <br />of the new General Plan, including: <br />♦ Any changes to the structure of Plan elements (see later discussion of the <br />possible addition of an Economic Development Element). <br />
