2.3 Planning Commission Study Sessions <br />We anticipate that the Planning Commission will conduct approximately eight <br />Study Sessions over the course of the project to focus on General Plan issues. The <br />Study Sessions could either occur immediately before regularly scheduled meetings, <br />or on a separate date, depending on the City's preference. Barry Miller will attend <br />and facilitate each meeting. The Planning Center I DC&E, CCP, Kittelson, <br />Strategic Economics, and other members of the team will attend as appropriate, <br />based on budget and the topic area being discussed. Meetings will typically be 90 <br />minutes to two hours in length, with time for public comment (from non- <br />members) at the end. Agendas (and related handouts) will be posted to the project <br />website prior to the meetings, and meeting summaries will be prepared afterwards. <br />It is expected that most meetings will be "topical"—focusing on a particular subject <br />area, such as transportation, housing, and sustainability. <br />2.4 City Council Briefings <br />It is recommended that project briefings be provided to the San Leandro City <br />Council at least once every six months. An initial briefing is proposed to review <br />the work program and identify any special objectives or issues of concern. <br />Subsequent briefings will consist of progress reports and discussion of any issues <br />that have emerged during the planning process. The Council also will be consulted <br />if key policy issues or choices must be made. A study session will take place prior <br />to release of the General Plan for public review. The study sessions will be <br />facilitated by Barry Miller, or other members of the project team as appropriate. <br />2.5 Town Hall Meetings <br />Our work scope assumes three "Town Hall" meetings to be held over the course <br />of the project, plus a fourth meeting specifically for the Housing Element. The <br />Town Hall meetings are intended to provide an opportunity for public comment <br />and interaction in a different setting than a Commission or Council meeting. A <br />Town Hall format is proposed rather than large structured workshops (with plan <br />"exercises," breakout groups, and formal presentations) due to the sometimes high <br />expense (and often low attendance) associated with staging, publicity, and <br />production. The Town Hall meetings provide an opportunity for the community <br />to learn more about the plan and share their ideas with staff and the consulting <br />team. It is expected that the Town Hall meetings will be held at the beginning of <br />the project, mid -way through, and near the end. Barry Miller and The Planning <br />Center I DC&E will attend all three meetings; Barry Miller will attend the Housing <br />Meeting, and other members of the team will attend as indicated in the project <br />budget. <br />
