audit may be organized in Excel spreadsheet format, so it can be sorted in a <br />number of different ways (source document, topic, corresponding General Plan <br />Element, etc.) <br />City staff responsibilities for this task will include providing direction on which <br />policy documents should be audited, and reviewing and providing feedback on the <br />audit itself. <br />Task 4. Collection and Analysts ofBaseline Data <br />The consultant team will compile the baseline data and draft the narrative text that <br />will provide the foundation for the updated General Plan and EIR. It is expected <br />that some of this data may be gleaned from existing planning documents, and some <br />may be new. Barry Miller still maintains many of the databases and files that were <br />used in the 2002 General Plan and 2011 Housing Element, and can draw on these <br />resources in completing this task. The Planning Center I DC&E has a similar data <br />library from its recent work on the TOD Strategy FIR and the current Shoreline <br />Development Master Plan EIR. <br />City staff responsibilities on this task will primarily focus on providing City data or <br />documents to the consultant team and being available to respond to requests for <br />information or clarification. <br />4.1 Demographic and Housing Data <br />Barry Miller and The Planning Center I DC&E will prepare a socio-economic and <br />housing profile of San Leandro. The profile will provide the basis for the "Needs <br />Assessment" section of the 2015-2022 Housing Element and will provide a <br />framework for the new General Plan. It will essentially take the Needs Assessment <br />in the previous Housing Element and update it, incorporating data from the 2010 <br />Census, the American Community Survey, the Department of Finance, and other <br />data sources that are more current than those used in the adopted Housing <br />Element. Current data on the characteristics of the housing stock will also be <br />presented, using 2010 Census data and City records on permits and permitting <br />activity. <br />The profile will also address San Leandro's demographic forecasts through 2035, as <br />defined by the Association of Bay Area Governments (ABAG) in the biannual <br />Projections series and the more recent forecasts prepared through the Plan Bay <br />Area process. The City's 2015-2022 RHNA allocation also will be discussed. <br />
