Task 6. Preparation ofDraft General Plan <br />The purpose of this task is to prepare a current, clearly written, legally adequate <br />General Plan that captures San Leandro's recent planning initiatives while <br />providing a framework for future initiatives. Like the current General Plan, the <br />updated Plan will articulate a clear vision and define the relationship of established <br />plans and programs to one another. The Plan should clearly define San Leandro's <br />growth and conservation priorities for the next two decades. <br />City staff responsibilities for this task will include reviewing and providing <br />comments on an Administrative Draft and Screencheck Draft of the General Plan <br />document. <br />Drafting the Plan includes a number of subtasks, defined below: <br />6.1 Prepare Required General Plan Elements <br />Barry Miller will draft the required elements of the San Leandro General Plan.' <br />This will include: <br />♦ An "Introduction" which explains the purpose of the Plan, the update process, <br />the organization of the document, and how to use the Plan. The 2002 General <br />Plan Introduction will be used as the foundation for this chapter, updated as <br />appropriate. <br />♦ An updated "Framework" chapter (Chapter 2: "San Leandro in Perspective") <br />which describes the regional setting and history of the City; basic population, <br />household, and employment data (including forecasts); major planning issues; <br />and the major themes (or guiding principles) of the General Plan. <br />♦ An updated Land Use Element, including the information collected in Task 4 <br />regarding existing land uses, the Land Use Map and definitions of the Land <br />Use categories, updated profiles of the city's neighborhoods, updated profiles <br />of business and industry, and new narrative text on Focus Areas. As with the <br />current Land Use Element, each section of the chapter will include goals and <br />policies to guide future land use decisions. This Element will also address <br />growth management, annexation, and land use issues related to the SOI. <br />1 The 2015-2022 Housing Element is identified as Task 7 of is scope of work and is not listed <br />here. <br />
