GHG, public services, and utilities) be based on a conservative analysis of the <br />amount of development expected to occur by the horizon year of the General Plan <br />(assumed to be 2035). We will also calculate the maximum theoretical buildout that <br />could occur if every parcel was developed to its maximum allowed intensity for the <br />purposes of full disclosure, but do not recommend that this calculation be used for <br />the quantitative analyses in the EIR. <br />8.3 Prepare Significance Criteria <br />The Planning Center I DC&E will prepare draft significance criteria for each <br />environmental topic that will be considered in the EIR. We will base the criteria on <br />policies in the General Plan Update and other City policy documents; relevant <br />policies from regional and State agencies, including the BAAQMD; and Appendix <br />G of the CEQA Guidelines. We will also review the latest case law relevant to <br />significance criteria given several cases are currently being considered by the courts. <br />A draft of the significance criteria will be submitted to the City for review and <br />acceptance prior to the team conducting any impact analyses. <br />8.4 Document Setting, Impacts, and Mitigation Measures <br />This is the major focus of the EIR. Each environmental topic section will include: <br />(1) a description of the existing setting relevant to the General Plan Update, <br />including existing conditions and regulatory settings; (2) significance criteria; (3) <br />impacts evaluation; and (4) recommended General Plan policies (or mitigation <br />measures and improvement measures, if any) to reduce impacts. The Planning <br />Center I DC&E will be responsible for consistency across all topics and <br />collaboration across all team members. <br />The "setting" section will be drawn from the work done in Task 4. The "impacts" <br />analysis will consider probable future growth levels, including construction impacts <br />and cumulative impacts. The policies presented in the draft General Plan Update <br />will be evaluated to determine the efficacy of reducing identified potential impacts <br />to less than significant levels. Generalized mitigation measures in the form of <br />policies will be drafted, as needed, to reduce or eliminate any remaining impacts to <br />less -than -significant levels. Preparation of the Draft EIR will be done in tandem <br />with the drafting of the General Plan elements. Policies in the elements will be <br />added or edited as necessary so the Plan becomes self -mitigating to the greatest <br />extent possible. <br />a. Land Use and Planning <br />The Setting section of the EIR will be based on the Land Use report prepared in <br />Task 4.
