summary of existing land use regulating documents, including the General Plan, <br />Zoning Ordinance, and other plans that guide development within the City. Based <br />on the land use significance criteria, The Planning Center I DC&E will assess <br />potential land use and planning policy impacts that may result from implementation <br />of the General Plan Update. <br />While the land use pattern is not anticipated to change substantially as a result of <br />the General Plan Update, the Draft EIR will also evaluate policy and design <br />changes that have an effect on buildout. For example, a change in allowable <br />building heights, density, or the City's development policies could have land use <br />impacts. The Draft EIR also will evaluate proposed General Plan policies to <br />determine any conflicts with existing plans and adopted policies, such as the <br />Zoning Ordinance and Climate Action Plan, and to determine if any policies may <br />cause a physical division to established neighborhoods. <br />b. Visual and Aesthetics <br />The aesthetics analysis will review General Plan Update policies and programs that <br />may impact scenic vistas and other resources, as defined in the Update, such as <br />views of the hills or the Bay. The Planning Center I DC&E will describe existing <br />visual resources within the city, based on the Existing Conditions data collected in <br />Task 4. The setting will include a description of scenic views and corridors within <br />and adjacent to the city. Each resource will be described, photographed, and <br />mapped to provide context for the reviewer. Based on the aesthetic resource <br />significance criteria, The Planning Center I DC&E will assess potential significant <br />aesthetic impacts, such as impacts on scenic views and corridors. If necessary, <br />mitigation measures to reduce aesthetics impacts to a less -than -significant level will <br />be recommended in the form of additional or revised General Plan policies. <br />C. Air Quality and Community Health Risk <br />In accordance with the BAAQMD's CEQA Guidelines, The Planning Center <br />DC&E will prepare a Plan -Level air quality analysis. Because the BAAQMD has <br />identified Western Alameda County as an impacted area with elevated community <br />risk and hazards impacts, the air quality section of the EIR will include an <br />assessment of "community risk." <br />The air quality analysis will include a qualitative analysis of criteria air pollutants and <br />precursors generated from buildout of the proposed land uses plan. Buildout of <br />the General Plan would be expected to generate emissions from an increase in trips <br />and vehicle miles traveled (VMT) associated with land uses within the City. The <br />
