Planning Center I DC&E will provide findings, if necessary, to justify a Statement <br />of Overriding Considerations, prepared by City staff. <br />Production of the Final EIR is expected to result in three documents: <br />♦ An Administrative Draft, including the Responses to Comments and other <br />components as described above. <br />♦ A Screencheck Draft, incorporating changes based on receipt of a <br />consolidated set of comments from the City. <br />♦ A Final EIR, based on a consolidated set of comments from the City on the <br />Screencheck Draft. <br />Our budget estimate shows the level of effort assumed for this task. If a level of <br />effort beyond that outlined were to become necessary, an adjustment in the budget <br />will be required to cover the additional work. An electronic copy and one (1) hard <br />copy of the FEIR will be provided to City staff. <br />Task 9. Plan Adoption <br />The consultant team will assist the City in the Plan adoption process. This will <br />include participation in Planning Commission and City Council public hearings on <br />the document, consideration of public input and comments, and final revisions to <br />the Plan to incorporate requested changes and EIR mitigation measures. This task <br />also will include assisting the City in production of the Final Plan, including <br />resolving design and layout issues, production of a web -appropriate version of the <br />Plan, and updating maps and graphics. <br />Three subtasks are identified below. <br />9.1 Planning Commission Hearings <br />Barry Miller will participate in at least two Planning Commission adoption hearings <br />on the General Plan. This will include the preparation of staff reports and <br />PowerPoint presentations as needed prior to the hearings. It will also include <br />attendance at the hearings, oral presentations, and responding to Commissioner <br />and public comments as requested. The Planning Center I DC&E and Kittelson <br />will each attend one hearing. <br />
