8.7 Prepare Draft EIR <br />Following the completion of the above tasks, The Planning Center I DC&E will <br />compile the information into a Draft EIR. Three iterations of the document would <br />be prepared: <br />♦ An Administrative Draft will be prepared for City review and comment. An <br />electronic copy and one (1) hard copy will be provided to City staff. <br />♦ Upon receipt of a consolidated set of comments from the City on the <br />Administrative Draft EIR, The Planning Center I DC&E will reconcile <br />comments received and prepare a Screencheck Draft EIR. An electronic <br />copy will be provided to City staff. <br />♦ The Planning Center I DC&E will make any necessary revisions to the <br />Screencheck Draft and prepare the Public Review Draft EIR for publication. <br />An electronic copy and one (1) hard copy will be provided to City staff. <br />Technical appendices and background reports will be provided electronically <br />for all drafts. <br />8.8 Pre -Adoption Planning Commission Hearing <br />The Planning Center I DC&E will attend a public hearing on the Draft EIR before <br />the formal adoption hearings begin. The purpose of this hearing is to provide the <br />Planning Commission and the public an opportunity to comment on the Draft <br />EIR. <br />8.9 Prepare Final EIR <br />Immediately following the completion of the 45 -day public review period, The <br />Planning Center I DC&E will meet with City staff to discuss any comments <br />received during the public review period and the approach to responding to the <br />comments. The Planning Center I DC&E will incorporate public and/or agency <br />comments received on the Draft EIR and the responses to these comments (as <br />appropriate) into an administrative draft Response to Comments document. Barry <br />Miller, Kittelson, and other members of the consulting team will also participate as <br />needed. The level of effort anticipated is expressed in the number of hours <br />budgeted in the fee estimate. The need for reanalysis is specifically excluded. <br />If necessary, The Planning Center I DC&E will also prepare a Mitigation <br />Monitoring and Reporting Program (MMRP) for the General Plan. We anticipate <br />that most mitigation measures will take the form of policy amendments to the <br />General Plan Update. As a result, detailed monitoring may not be necessary. The <br />
