The agency shall obligate persons pur- <br />chasing or leasing property from the agency <br />to use the property for the purpose designat- <br />ed in the plan, to begin redevelopment with- <br />in a reasonable period of time, to comply <br />with the covenants, conditions, or re- <br />strictions that the agency deems necessary to <br />prevent speculation or excess profit taking in <br />undeveloped land, including right of reverter <br />to the agency, and to comply with other <br />conditions that the agency deems necessary <br />to carry out the purposes of the plan. (Ord. <br />99-025 § 210.1, 1999) <br />3.24.020 Disposition and <br />development documents. <br />The agency may enter into agreements <br />for the lease or sale and development of real <br />property in the project area. Such agree- <br />ments shall contain provisions as needed to <br />prevent speculation in the property and to <br />ensure that development is carried out in a <br />timely manner pursuant to the plan. <br />Every sale, lease, or other conveyance of <br />real property owned by the agency shall be <br />conditioned on compliance with the plan, <br />the zoning ordinance governing the proper- <br />ty, and any conditions imposed by the agen- <br />cy through agreements, declarations of re- <br />strictions, conditional use permits, or other <br />means. The agency may require the record- <br />ing of any document pertaining to the sale, <br />lease, or other conveyance, or to the use of <br />such property. Conveyance documents may <br />create rights of reversion in favor of the <br />agency or other provisions deemed neces- <br />sary to carry out the purposes of the plan. <br />(Ord. 99-025 § 210.2, 1999) <br />MAI1S <br />3.24.030 Nondiscrimination <br />provisions. <br />All real property acquired or disposed of <br />by the agency shall be subject to nondis- <br />crimination provisions. Disposition and de- <br />velopment agreements and owner participa- <br />tion agreements shall obligate the lessee or <br />purchaser to refrain from restricting the <br />rental, sale, or lease of the property on the <br />basis of race, color, religion, sex, marital <br />status, ancestry, or national origin of any <br />person. All deeds, leases or contracts that <br />the agency proposes to enter into for the <br />sale, lease, sublease, transfer, use, occupan- <br />cy, tenure, or enjoyment of any land in the <br />project shall include express provisions in <br />substantially the form set forth in Health and <br />Safety Code Section 33436. (Ord. 99-025 § <br />210.3, 1999) <br />3.24.040 Development plans. <br />All development plans, whether public or <br />private, shall be processed in the manner <br />provided by applicable city codes. In addi- <br />tion, all development in the project area <br />must comply with city review procedures <br />unless the agency in its discretion conducts <br />the project review. (Ord. 99-025 § 210.4, <br />1999) <br />3.24.050 Personal property <br />disposition. <br />For the purposes of the plan, the agency <br />is authorized to lease, sell, exchange, trans- <br />fer, assign, pledge, encumber, or otherwise <br />dispose of personal property acquired by the <br />agency.
