to be selectively redeveloped with light in- <br />dustrial and/or business park uses. <br />Overall, the redevelopment project area <br />expansion areas are characterized by the <br />existence of buildings and properties which <br />suffer from functional and structural obso- <br />lescence, economic dislocation, deteriora- <br />tion and disuse resulting from faulty interior <br />arrangement and exterior spacing, depreciat- <br />ed property values and impaired invest- <br />ments, age, obsolescence, deterioration, di- <br />lapidation and mixed character, which con- <br />stitute a serious physical, social, and eco- <br />nomic burden on the community which can- <br />not reasonably be expected to be reversed or <br />alleviated by private enterprise acting alone. <br />It is declared that the Plaza 2 project area <br />is a blighted area, the redevelopment of <br />which is necessary to effect the public pur- <br />poses set forth in the State Community Re- <br />development Law. (Plaza 2 redev. plan § 2, <br />1988) <br />1.24.030 Purpose of redevelopment <br />project. <br />A. The city of San Leandro redevelop- <br />ment agency proposes to use the authority <br />provided to it by this plan to eliminate or <br />reduce blight and blighted conditions pres- <br />ently existing within the designated Plaza 2 <br />redevelopment project area. <br />B. This action is necessary because <br />within the project area there presently exists <br />an inadequate circulation system; mixed and <br />shifting land uses; fragmented parcelization; <br />functionally obsolete and physically deterio- <br />rated structures; potential toxic contamina- <br />tion; and inadequate public improvements, <br />including needed parking facilities, street <br />reconstruction, traffic signalization, curb, <br />gutter and sidewalk construction, street <br />lighting, landscaping, recreational facilities <br />1.24.030 <br />and municipal services facilities—all of <br />which inhibit proper and desirable use and <br />development of the project area. <br />C. The purpose of this redevelopment <br />project is to revitalize the project area <br />through the joint participation of property <br />owners, business owners and the redevel- <br />opment agency and to prevent further dete- <br />rioration, disuse and obsolescence to the <br />detriment of the public welfare. <br />D. This project will promote and protect <br />the sound redevelopment of the project area, <br />and the benefits which will result from rem- <br />edying blighted conditions will contribute to <br />the general welfare of the city of San <br />Leandro by: <br />1. Providing for the redevelopment of <br />the central business district to a strong con- <br />centration of business and transportation <br />facilities through the development of new <br />parking areas, improved public transporta- <br />tion improved pedestrian circulation and <br />access, and new public facilities and public <br />open spaces; <br />2. Providing for the development of <br />medium to high density residential devel- <br />opment immediately adjacent to the central <br />commercial area where commercial ser- <br />vices, employment and public transportation <br />are easily accessible; <br />3. Creating thereby a strong incentive <br />for private rehabilitation and modernization <br />of existing structures and the development <br />of new ones; <br />4. Facilitating the development of un- <br />der-utilized properties; <br />5. Establishing rules, procedures and <br />guidelines to facilitate and expedite such <br />private rehabilitation, modernization and <br />new development; <br />6.
