Providing for the redevelopment, in <br />accordance with a precise development plan, <br />of substantial acreage in close proximity to <br />the city's central business district and rapid <br />transit station to medium -to -high density <br />residential uses and employment generating <br />uses including offices and light industrial <br />business uses; <br />8. Providing for and encouraging the <br />grouping together of such combinations of <br />offices and light industrial uses as are capa- <br />ble of being operated under high standards <br />as to appearances of buildings and the <br />treatment of the land around them and which <br />are unobtrusive and not detrimental to sur- <br />rounding residential, office, and commercial <br />uses; and <br />9. Providing for the redevelopment of <br />those lands within the project area but not <br />within the central business district or adja- <br />cent areas, which are under-utilized, inap- <br />propriate, incompatible, deteriorated or ob- <br />solete, as industrial or commercial uses <br />compatible with surrounding uses both in- <br />side and outside the project area. (Plaza 2 <br />redev. plan § 3, 1988) <br />1.24.040 Population densities and <br />building intensities. <br />In accordance with the city's general <br />plan, new, permanent residential uses will be <br />permitted in locations designated on the land <br />utilization plan, Exhibit 1.28.020. Dwelling <br />unit density will be in accordance with the <br />provisions of the zoning ordinance. In gen- <br />eral, residential densities will range from <br />medium density (one dwelling unit per one <br />thousand (1,000) square feet of site area) to <br />(San Leandro Redevelopment Agency Supp. No. 2, 12-05) 26 <br />high density (one dwelling unit per five <br />hundred (500) square feet of site area). The <br />approximate number of dwelling units that <br />may be developed within the entire Plaza 2 <br />redevelopment project area is nine hundred <br />(900). <br />Existing residences in the project area <br />may continue in use. Residences shall not be <br />required to convert to non-residential use <br />under the provisions of this plan. Individual <br />occupancy approval by the agency will not <br />be required for individual dwelling units. All <br />residential occupancies shall comply with <br />the rules and regulations for residential oc- <br />cupancy heretofore adopted by the agency <br />and any amendments thereto. <br />Existing building intensities will be sub- <br />stantially increased by the implementation <br />of the plan as land covered by one-story <br />buildings and grade -level parking is cleared <br />to make room for multi -story buildings, pe- <br />destrian plazas, malls and parking areas. <br />Average building height will increase as <br />greater parking availability and improved <br />public transportation permit more intensive <br />use of remaining building sites. No building <br />shall exceed the height or coverage limita- <br />tions specified in the zoning ordinance. <br />Types of building construction permitted by <br />this plan are as set forth in the San Leandro <br />Uniform Fire and Building Codes. (Plaza 2 <br />redev. plan § 5, 1988) <br />1.24.050 Housing—Replacement. <br />Whenever dwelling units housing per- <br />sons and families of low and moderate in- <br />come are destroyed or removed from the <br />low- or moderate -income housing market as <br />part of a redevelopment project, the agency <br />shall, within four years of such destruction <br />or removal, rehabilitate, develop or con- <br />struct, or cause to be rehabilitated, devel- <br />
