C I T Y O F S A N L E A N D R O <br /> S A N L E A N D R O GENERAL PLAN UPDATE AND E I R <br /> E X H I B I T A: S C O P E O F WORK AND COSTS <br /> Task 5 Policy Development and Land Use Map Update <br /> 5.1 Develop New General Plan Policies and Actions <br /> The development of new (or updated) policies and actions is one of the most <br /> critical tasks in the General Plan Update. This task builds on the outcome of Tasks <br /> 2, 3, and 4. It synthesizes existing conditions data, existing policies, and <br /> community'input to generate new or edited policies for the updated Plan. <br /> Barry Miller will draft a set of updated goals, policies, and actions to be <br /> incorporated in the new General Plan. For issues where policy choices exist, <br /> different policies may be drafted for discussion. Policies will be accompanied by <br /> actions (or programs) which provide guidance on implementation. As in the <br /> existing General Plan, some of these actions might reference on-going activities or <br /> operating procedures,and others might call for specific projects or directives to be <br /> taken by the City after the Plan is adopted. <br /> One of the key areas of policy change in this General Plan Update will be the <br /> Circulation Element. Barry Miller will have primary responsibility for updating <br /> Circulation Element policies, with technical review by Kittelson. Policy <br /> recommendations will address existing policies like LOS thresholds, and potential <br /> policies for multimodal LOS standards or context-sensitive LOS standards,as well <br /> as critical new policies implementing the City's adopted Complete Streets <br /> resolution. Kittelson will review the Complete Streets policies and address the <br /> implications of implementing these on the Circulation Element. The review will <br /> identify how the current Circulation Element addresses all transportation system <br /> users,and evaluate how Complete Streets policies could be applied in San Leandro. <br /> Kittelson will review these policies and provide input to the team on the <br /> implications of implementing these in San Leandro. <br /> After review by City staff,it is expected that draft policies and actions will be vetted <br /> with the Planning Commission (in their capacity as the GPAC) through a series of <br /> topical study sessions. Each Study Session will be structured to review a major <br /> General Plan subject area(e.g., the Land Use Map,Transportation, Hazards,Parks, <br /> Sustainability, etc.). Commission members will review policies and actions and <br /> offer feedback to the consultant ream on wording, additional topic areas, and the <br /> appropriateness of various measures.
