CITY OF SAN LEANDRO <br /> SAN LEANDRO GENERAL PLAN UPDATE AND HR <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> • <br /> potential increase in V\IT, provided by Kittelson, will be discussed in relation to <br /> the projected population increase. <br /> The Air Basin is currently in nonattainment for particulate matter and for ozone. <br /> The Plan-level air quality analysis will include a consistency evaluation of the <br /> General Plan to the BAAQMD's land use and transportation control measures <br /> within the Air Quality Management Plan. <br /> The air quality impact analysis will also describe land uses within the city that have <br /> the potential to generate nuisance odors. Buffer distances and/or control measures <br /> for odor sources listed in the BAAQMD's guidelines will be incorporated. <br /> The Planning Center DC&E will evaluate community risk and hazards based on <br /> guidance in BAAQMD's draft Communit Risk Reduction Plans for Toxic Air <br /> Coniaminants (I'AC) and Fine Particulate Matter (PAL...): Community Development <br /> Guidelines. The community risk and hazards evaluation will include a discussion of <br /> potential health risks from air toxic contaminants (I:AC)and PM's in San Leandro. <br /> For land uses within areas mapped as having elevated risk, the EIR will detail <br /> performance standards for future development projects, which could become <br /> General Plan policies and programs. <br /> Measures to mitigate air quality impacts will be evaluated. Needed mitigation <br /> would likely take the form of new mandatory General Plan policies or programs <br /> that could be incorporated into the Land Use,Transportation,and/or Open Space, <br /> Conservation,and Parks Elements to make the General flan self-mitigating. <br /> d. Greenhouse Gases <br /> Implementation of the City's General Plan Update would be expected to increase <br /> GHG emissions from energy use (natural gas and electricity), transportation <br /> sources,water use and wastewater generation, and solid waste disposal. The EIR <br /> will evaluate the impact from the change in GHG emissions in the City compared <br /> to CEQA baseline conditions (assembled in Task 4.10), pursuant to BAAQMD's <br /> thresholds. <br /> The GliG section in the EIR will also discuss the City's commitment to reducing <br /> GHG emissions in accordance with the GHG reduction goals of Assembly Bill 32 <br /> (AB 32) and Senate Bill 375 (SB 375). Project consistency with the California Air <br /> Resources Board's 2008 Scoping Plan and 2013 Scoping Plan Update and Plan Bay <br /> Area(as the region's SCS)will also be reviewed.San Leandro's 2009 CAP included <br /> a community-wide GHG emissions reduction target of 25 percent below 2005 <br /> THE PLANNING CENTER I DC&E 36 <br /> MARCH 3.2014 <br />
