City of San Leandro <br />Meeting Date: June 16, 2014 <br />Resolution - Council <br />Agenda Section:File Number:14-234 PRESENTATIONS <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:City Council and <br />Rich Pio Roda <br />City Attorney <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION Approving and Authorizing the City Manager to Execute a <br />Hospital Services Grant Agreement with the Alameda Health System to <br />Subsidize the Emergency Services Department and Acute In -Patient Services <br />at the San Leandro Hospital in the Amount of $1,000,000 Per Year for Three <br />Years, for a Total of $3,000,000 and Appropriate the Amount Due From the <br />General Fund Unrestricted Reserve (Account 010-14-010) for Fiscal Years <br />2013-14, 2014-15 and 2015-16 <br />RECITALS <br />WHEREAS, on November 5, 2012, after discussion and debate and in the interest of <br />City residents’ health and welfare , the City Council, by motion, approved an agreement in <br />principle to provide a financial subsidy of $1,000,000 per year over three years, for a total of <br />$3,000,000, to the Alameda County Medical Center in support of San Leandro Hospital ; and <br />WHEREAS, the City Council authorized the City Manager to enter into time limited <br />negotiations with Alameda County Medical Center (ACMC) for the express purpose of <br />reaching an agreement, subject to the approval of the City Council, on the specific terms of <br />the subsidy in the form of payments directly to ACMC for the purpose of subsidizing the <br />operations of an emergency services department and acute in-patient services at the San <br />Leandro Hospital; and <br />WHEREAS, it is an express condition of the subsidy payments that Alameda Health <br />System must maintain the emergency services department and acute in-patient services at <br />San Leandro Hospital during the term of the agreement; and <br />WHEREAS, the City Council is familiar with the contents of the Hospital Services Grant <br />Agreement; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />Page 1 City of San Leandro Printed on 6/10/2014
