Open Space, Usable. Outdoor or unenclosed area on the ground, or on a balcony, <br />deck, porch or terrace designed and accessible for outdoor living, recreation, pedestrian <br />access or landscaping, but excluding parking facilities, driveways, utility or service are- <br />as, or any required front or street side yard and excluding any land area with a slope in <br />excess of twenty percent (20%). <br /> <br />Opposite. Walls, windows, signs, districts, or property lines shall be deemed opposite if <br />a line perpendicular to the widest horizontal dimension would intersect the facing fea- <br />ture or boundary. <br /> <br />Outdoor Sales. Sales conducted other than entirely within an enclosed building. <br /> <br />Parcel Processing and Shipping Facilities. Establishments for the processing and/or <br />re-distribution of parcels or products, including but not limited to air and ground cargo re- <br />ceiving and distribution centers. This classification includes “Parcel Processing and Ship- <br />ping Facilities” that provide incidental warehousing, but excludes “Truck Terminals” and <br />parcel processing that is accessory to industrial, manufacturing or warehousing uses. <br /> <br />Park and Recreation Facilities. Noncommercial parks, playgrounds, recreation facili- <br />ties, and open spaces. <br /> <br />Parking Lot. A site or portion of a site, that is accessible to the public, devoted to the <br />off-street parking of employees’ and/or customers’ passenger vehicles and light trucks, <br />including areas for parking spaces, aisles, access drives, and landscaped areas, and <br />screening walls, fences, or hedges. <br /> <br />Parking Structure. An enclosed or semi-enclosed area containing a ceiling or roof, <br />used primarily for the short-term or temporary parking of motor vehicles, constructed <br />either above or below grade, freestanding, or as part of a commercial or residential <br />building. <br /> <br />Pawn Shop. A business establishment engaged in the buying and selling of new or <br />secondhand merchandise and offering loans secured by merchandise. A pawn shop in- <br />cludes, but is not limited to any establishment identified in San Leandro Municipal Code <br />Sections 4-9-100 through 4-9-505. <br />Pervious Surfaces. Pervious surfaces are those that allow stormwater to infiltrate <br />the underlying soils. Pervious surfaces shall include, but not be limited to, vege- <br />tative planting beds, porous asphalt, porous concrete, single-sized aggregate, <br />open-jointed blocks, stone, pavers or brick that are loose-set and without mortar. <br />Pervious surfaces are required to be contained so neither sediment nor the per- <br />vious surface discharges off the site. <br />Permitted.
