EXHIBIT A <br /> SCOPE OF SERVICES <br /> EXECUTIVE SUMMARY <br /> The City of San Leandro has identified a requirement to perform, with <br /> diligence, a technical revision across their Information Systems (both hardware and <br /> software) to ensure Year 2000 compliance. Although some steps have been taken to <br /> meet these needs, City of San Leandro is seeking an outside source to confirm their <br /> existing level of compliance. From this, a comprehensive project plan can be engaged <br /> to solve Year 2000 shortfalls. <br /> The benefits to City of San Leandro of undertaking this project are several <br /> fold. There has been highly speculative publicity about the nation-wide economic, <br /> business and, legal costs of the Year 2000 (Y2K) problem, with some estimates <br /> surpassing 1 trillion dollars. Regardless, it is obvious that the exposure of the City to <br /> its internal system resources are manifest. Given these serious consequences, a <br /> comprehensive and diligent review of Y2K issues is paramount. The expected <br /> benefits include a reduction of: 1) potential system failures, 2) legal and technical <br /> liabilities, and 3) fiscal and budget drag. <br /> Cohesive's role will be to analyze and identify any Y2K issues within the scope <br /> of the first 3 phases for Y2K project approach and assist with phase 4 <br /> (implementation of hardware and software patches in order to bring the City within <br /> Y2K compliance) and phase 5 (support and maintenance). <br /> The purpose of this proposal is to outline the following: <br /> • Background and our understanding of the Current Business <br /> Situation <br /> • Project Approach <br /> • Scope and Out of Scope definition of the Project <br /> • Cohesive Project Deliverables <br /> • Project Assumptions <br /> Exhibit A Page 1 of 4 <br />
