<br />11. A five-year master plan, drawn to a reasonable scale, for all of the applicant’s <br />existing, planned or reasonably anticipated wireless telecommunications fa- <br />cility tower or antenna locations within the jurisdiction of the City or within one- <br />quarter mile of the border thereof, indicating the service area covered by each <br />such facility tower or antenna and including specific information about the loca- <br />tion, height, and design of each facility tower. <br /> <br />12. An alternatives analysis that demonstrates what other sites were consid- <br />ered by the carrier within the coverage area. <br /> <br />13. Radio-Frequency Emissions. Within thirty (30) calendar days of activation <br />of the facility, the applicant shall submit a Radio-Frequency Compliance <br />Report demonstrating that the facility meets the FCC standards for radio- <br />frequency emissions. This report is required in order to verify compliance <br />with prevailing standards for public exposure and will be prepared by a <br />qualified engineer. Such documentation shall include the following: <br /> <br />a. The make and model (or other identifying information) of the equipment <br />tested; <br /> <br />b. The date and time of the inspection and the methodology used to make <br />the determination; <br /> <br />c. The name and title of the person(s) conducting the tests, and a certifica- <br />tion that the unit is properly installed and working within applicable FCC <br />standards. <br /> <br />d. Documentation indicating that cumulative levels of radio-frequency <br />emissions from the wireless telecommunications facility and all co- <br />located wireless telecommunications facilities are in compliance with <br />FCC standards, including but not limited to FCC Office of Engineering <br />Technology Bulletin 65, Evaluating Compliance with FCC Guidelines for <br />Human Exposure to Radio-frequency Electromagnetic Fields, as amend- <br />ed. <br /> <br />e. If the documentation demonstrates that the cumulative levels of radio- <br />frequency emissions exceed or may exceed FCC standards, the Zoning <br />Enforcement Official may require the applicant to modify the location or <br />design of the wireless telecommunications facility and/or implement oth- <br />er mitigation measures to ensure compliance with FCC standards. The <br />Zoning Enforcement Official may require additional independent tech- <br />nical evaluation of the wireless telecommunications facility, at the appli- <br />cant’s sole expense, to ensure compliance with FCC standards. <br /> <br /> <br />Exhibit G: Proposed Amended Article16 Page 63 <br />Note: underline and bolded text represents new text; strike-through text represents text to be eliminated
