R+A will identify a proposed plan outline and Specific Plan Framework March 2016 <br /> structure for the plan, including topics to be addressed for each plan chapter. R+A will work with <br /> City staff to refine this framework and ensure it meets city needs before beginning to draft the <br /> Preliminary Draft TOD Specific Plan. <br /> Task 3.2: Preliminary Draft TOD Specific Plan Development. R+A will be responsible for Preliminary Draft TOD October-November <br /> coordinating all sub-consultant contributions and generating plan content to create a Preliminary Specific Plan (Administrative 2016 <br /> Draft Specific Plan, reflecting the direction established in Tasks 1 and 2, for administrative review. Review Version) <br /> R+A will work independently as well as in coordination with its sub-consultants to craft plan <br /> content and analysis into draft chapters of a Preliminary Draft TOD Specific Plan. The Preliminary <br /> Draft Plan will include the following components at minimum [includes sub-consultant items <br /> created in Tasks 3.2.1-3.2.5]: <br /> • Vision and guiding principles; <br /> • Goals and policies for various plan topics; <br /> • Land use plan with description of land uses, overall development potential, and land use policies <br /> and regulations; <br /> • Public realm plan, including streetscape, public space and plazas, lighting, and/or landscape <br /> and furnishings (in coordination with VMWP); <br /> • Identification of opportunity sites and preferred development options, including <br /> photo-simulations (or other visual graphics under Task 2.4) for key development sites (in <br /> coordination with VMWP); <br /> • Development standards and design guidelines to facilitate high quality transit-oriented <br /> development (in coordination with VMWP); <br /> • Transportation plan and policy, including multi-modal street network and standards and access <br /> improvements and design standards (in coordination with KAI) <br /> • Health and sustainability policy; <br /> • Policies to overcome any obstacles or constraints to meeting housing need at all income levels <br /> (in coordination with SE); <br /> • Parking standards and strategies for increased transit use and reduced parking (in coordination <br /> with KAI); <br /> • Pedestrian-oriented street improvements and design standards for the TOD Specific Plan area <br /> (in coordination with VMWP); <br /> • Implementation program, including strategies to attract transit-oriented development, measures to <br /> RAIMI + ASSOCIATES: BAY FAIR BART TRANSIT VILLAGE TOD SPECIFIC PLAN MAY 18, 2015 I PAGE A-9 <br />
