F. Applicant shall have public and private site improvements designed and stamped by a civil <br /> engineer registered to practice within the State of California. Applicant shall obtain approval <br /> of the City Engineer for all on and off site improvements prior to the issuance of Building <br /> Permits for the project. All improvements within the right of way shall be per City Standards. <br /> Improvements shall be designed so that storm water does not impact pedestrian travel along <br /> sidewalks or across streets. <br /> G. Applicant shall remove any unused driveways or damaged driveways, sidewalk, and curb and <br /> gutter along the full property frontage and construct new City standard driveway, sidewalk, <br /> curb and gutter in place of the removed items. <br /> VI. ENVIRONMENTAL SERVICES <br /> A. A facility that stores or handles hazardous material(s) equal to, or greater than, a total volume <br /> of 55 gallons, a total weight of 500 pounds, or 200 cubic feet of compressed gas (1,000 cubic <br /> for which the health and physical hazards are simple asphyxiation and the release of pressure) <br /> is required by California Health & Safety Code §25503.5 and Title 19 California Code of <br /> Regulations §2729 to submit a Hazardous Materials Business Plan (HMBP). An HMBP <br /> shall be submitted prior to issuance of a certificate of occupancy or building permit final, <br /> whichever occurs first, The plan is subject to the review and approval of Environmental <br /> Services. HMBPs must be submitted electronically to http://cers.calepa.ca.gov/. Or, if the <br /> storage of hazardous materials is below the above HMBP quantities,but equals or exceeds the <br /> permit amounts in 2013 California Fire Code (CFC) Section 105, tables 105.6.8, 105.6.10 or <br /> 105.6.20, and any amount of hazardous waste is generated, a limited registration on CERS is <br /> required prior to issuance of a certificate of occupancy or building permit final, whichever <br /> occurs first. The registration is subject to the review and approval of Environmental Services. <br /> B. All fees and charges related to Environmental Services programs shall be paid promptly in <br /> full. Failure to keep accounts current shall be grounds for revocation of the Administrative <br /> Reviw permit. <br /> C. Storage, dispensing, use and handling of hazardous materials shall comply with Chapter 50 of <br /> the 2013 California Fire Code. When specific requirements are required by other chapters, <br /> those applicable chapter requirements shall apply. <br /> D. Compressed gas cylinders, tanks, and systems shall comply with Chapters 50 and 53 of the <br /> 2013 California Fire Code or applicable adopted code at time of construction. The maximum <br /> allowable quantity of compressed gases per indoor control area are found in 2013 CFC <br /> 5001.1.1(1-2), and 5001.1(3-4) for outdoor control areas. Compressed gas cylinders and <br /> tanks shall be secured to prevent falling due to contact, vibration or seismic activity per 2013 <br /> California Fire Code §5305.5.3 for acceptable securing methods. <br /> E. All hazardous waste generated on site shall be handled and disposed of pursuant to applicable <br /> local, state and federal law. Generators of Hazardous Waste must obtain a Federal or <br /> California EPA ID number and report the number on the Business Activities page on CERS. <br /> F. The generation or discharge of wastewaters other than domestic sewerage shall require a <br /> Pretreatment Permit for discharge to the sanitary sewer. A completed Pretreatment Permit <br /> Application shall be submitted to the City's Environmental Services Section prior to final <br /> Agreement to Conditions March 12,2014 <br /> PLN2014-00004 Page 5 of 6 <br />
