(Fugro) is pleased to present this cost modification request for <br />design services associated with the WPCP Former Polishing Pond Equipment Pad Project. The <br />original vision for the project was to create an equipment storage area at the west end of the <br />existing polishing pond. During our initial geotechnical evaluations of the equipment pad area, <br />additional substantial geotechnical considerations were encountered. These additional <br />considerations include: <br />• Impacts to fuel lines (settlements). Placement of fill adjacent to the south levee (which <br />has active Kinder Morgan pipelines) will result in settlements that may stress and deform <br />the pipelines. <br />• Removal of effluent culvert. An existing culvert exists that allows effluent water from the <br />polishing pond to drain to the bay. The culvert will need to be decommissioned. This <br />culvert traverses under the Kinder Morgan pipelines, so extra care must be taken during <br />the decommissioning process to prevent impacting these pipelines. <br />In response to these considerations, the City of San Leandro (City) requested Fugro <br />evaluate situating the new equipment pad in the east end of the polishing pond.
