pwwEAo% <br />May 13, 2015 <br />Ingrid Lin <br />City of San Leandro <br />Engineering and Transportation Department <br />835 East 14th Street. <br />San Leandro, CA 94577 <br />Subject: Proposal to Perform Professional Engineering Services - <br />WPCP Former Polishing Pond Water Quality Assessment Study <br />Dear Ms. Lin <br />Thank you for requesting our proposal for WPCP Former Polishing Pond Polishing Pond <br />Water Quality Assessment Study for the City of San Leandro (City). As requested, Carollo <br />Engineers (Carollo) is submitting the following proposed scope of services. <br />INTRODUCTION <br />The City owns and operates the City of San Leandro Water Pollution Control Plant (WPCP). <br />Based on our discussions with the City, we understand that the City plans to fill the eastern <br />third of the former polishing pond to create a 1 -acre equipment storage area. Fill will <br />comprise approximately 16,000 cubic yards of soil currently stockpiled at the WPCP drying <br />bed area (spoils from the construction of the WPCP rehabilitation project). Recently <br />geotechnical and soil stabilization studies were conducted on the spoils and sludge in the <br />former polishing pond and results were discussed with the Regional Water Quality Control <br />Board (RWQCB). RWQCB suggested collecting water quality data in the vicinity of the <br />former polishing pond. An initial water quality assessment was completed in March 2015 <br />and a Plan of Action dated March 31, 2015 outlining the next steps needed to determine the <br />water quality in the area of the former polishing pond was submitted to the RWQCB. <br />RWQCB agreed with the Plan of Action which suggested that testing water samples from <br />two of the existing onsite wells would yield representative water quality data in the vicinity of <br />the former polishing pond. The City is requesting that the Plan of Action be implemented. <br />SCOPE OF SERVICES <br />Our subconsultant, Fugro Consultants Inc. (Fugro), will conduct the following activities to <br />implement the Plan of Action (see attached proposal from Fugro dated May 5t", 2015) <br />Research local water quality data to identify data results which can be used to <br />assess ambient water quality in the area of the sludge ponds: Fugro will contact <br />the Port of Oakland and Regional Water Quality Control Board staff to obtain the <br />most recent data for the surface water sampling point referred to as SW -2 located at <br />the Galbraith Golf Course, and Fugro will conduct research of local data within the <br />San Francisco Estuary Institute (SFEI) CD3 website database. Ambient data will be <br />summarized and used for comparison purposes along -side the new water quality <br />data to be collected during this work.
