Ingrid Lin <br />City of San Leandro <br />Engineering and Transportation Department <br />May 13, 2015 <br />Page 2 <br />Water depth readings and purging wells MW -1 and MW -4: Initially the well caps <br />will be opened and Fugro will measure the depth to water below the existing top of <br />well casings. At this same time the depth of water in the sludge pond near the depth <br />gauge will be measured. The wells will then be purged up to 3 well casing volumes <br />of water from the wells using new disposable bailers. Purged water will be added to <br />the onsite waste storage drum located near well MW -4. During well purging, water <br />quality parameters will be measured and recorded. Once water levels recharge to <br />within 80 percent of their initial volume, Fugro will collect samples from the wells <br />using new disposable bailers. Fugro will also collect former polishing pond water <br />samples. The water samples will be retained in laboratory pre -cleaned containers <br />which will be uniquely labeled and placed on ice, pending delivery to the laboratory. <br />Laboratory testing, data tabulation and evaluation: The testing program for the <br />well and pond samples will include the following. The samples will be tested on a <br />normal turn around basis (7 working days) for the following analytical suite: <br />o Metals by EPA Methods 200.7/8 and 6010 with and without filtering. <br />o TPH diesel and motor oil range by EPA 8015. <br />o TPH gasoline range by EPA 8260. <br />o Volatile Organic Compounds by EPA 8260, low detection limits. <br />Laboratory data sets will be reviewed and validated, and results will be tabulated and <br />compared to ambient data. Data will be evaluated with respect to water quality and <br />project goals. <br />Reporting, consultation and agency meeting: A written summary report will be <br />prepared containing the results of this sampling and testing event. The report will <br />include a site plan showing well and pond sampling locations, well purge records, <br />research regarding local water quality data, and analytical test reports. The report <br />will include conclusions regarding whether there is any indication of an adverse <br />impact to water quality in the vicinity of the ponds as a result of a release or seepage <br />from the ponds. The report will also address whether there is any indication that any <br />such release may have impacted the adjacent tide channel or estuary. Fugro will <br />consult with the City and Carollo regarding the results of the Plan of Action tasks, <br />and will attend one meeting with the City, Carollo, and RWQCB to discuss the new <br />data. <br />Drum content removal is not included in the scope.
