(Fugro) is formally requesting an amendment to our existing Task <br />Order No. 1 for services requested to conduct the next phase of water quality assessment at the <br />referenced site. Fugro completed Phase I of the water quality assessment in March 2015 and <br />submitted a Plan of Action dated March 31, 2015 outlining the next steps needed to determine <br />the quality of the water in the area of the existing sludge ponds. Fugro understands that Mr. Vic <br />Pal of the SF RWQCB agreed with the Plan of Action which suggested that testing water samples <br />from two of the existing onsite wells would yield representative water quality data in the vicinity of <br />the sludge ponds. The City of San Leandro is requesting that the Plan of Action be implemented. <br />Fugro will conduct the following activities to implement the Plan of Action: <br />• Research local water quality data to identify data results which can be used <br />to assess ambient water quality in the area of the sludge ponds. Fugro will <br />contact the Port of Oakland and Regional Water Quality Control Board staff to <br />obtain the most recent data for the surface water sampling point referred to as SW - <br />2 located at the Galbraith Golf Course, and Fugro will conduct research of local <br />data within the San Francisco Estuary Institute (SFEI) CD3 website database. <br />Ambient data will be summarized and used for comparison purposes along -side <br />the new water quality data to be collected during this phase of work. Fugro will also <br />research current water quality goals for comparison purposes. <br />• Water depth readings and purging wells MW -1 and MW -4. Initially the well caps <br />will be opened and Fugro will measure the depth to water below the existing top of <br />well casings. At this same time the depth of water in the sludge pond near the <br />depth gauge will be measured. The wells will then be purged up to 3 well casing <br />volumes of water from the wells using new disposable bailers. Purged water will <br />be added to the onsite waste storage drum located near well MW -4. During well <br />purging, water quality parameters will be measured and recorded.
