File Number: 15-468 <br />• On December 1, 2014, by Resolution No. 2014-132, the City Council authorized the City <br />Manager to Execute a State Standard Agreement with the California Department of <br />Housing and Community Development for a Housing -Related Parks Program Grant in the <br />Amount of $1,376,600 <br />On January 6, 2014, by Resolution No. 2014-004, the City Council authorized the City <br />Manager to Submit an Application for Housing -Related Parks Program Grant Funds <br />Committee Review and Actions <br />• The 60% plans were presented to the City Council Facilities & Transportation Committee <br />on April 7, 2015. Distance markers for the pedestrian pathway within the park will be <br />added to the project scope in response to comments received from the Committee. <br />The 100% plans were presented to the Facilities & Transportation Committee on May 5, <br />2015. Recommended changes included making both basketball courts the standard size <br />and height; constructing a mural wall at the new restroom; installation of signs with <br />distances and direction to sister cities; and installation of signs to note species and drought <br />tolerance of plants. <br />Applicable General Plan Policies <br />Goal 21 - Rehabilitation of Existing Parks: Maintain and improve San Leandro's existing parks <br />and recreational facilities <br />Environmental Review <br />This project is categorically exempt from CEQA per Section 15268 of the CEQA guidelines. <br />The Notice of Exemption was filed with the Alameda County Recorder on December 16, 2010. <br />Summary of Public Outreach Efforts <br />A ten foot project sign describing the improvements and schedule will be installed at the park <br />and a notice regarding the project will be posted on Nextdoor, a social network site that <br />targets the neighborhood, one month before construction begins. <br />The Notice to Bidders was published in the Daily Review and also in the South County Post, <br />Visi6n Hispana, and World Journal. Staff also notified twenty-one builders exchanges and <br />construction data firms as well as a list of contractors that have asked to be notified of bidding <br />opportunities via email about the advertisement of the subject project. <br />The project is described on the Engineering and Transportation Department website, was <br />presented at the town hall meeting for Council Districts 1, 2, and 5 held on May 11, 2015, and <br />at a community meeting on July 9, 2015 which was hosted by the Recreation and Human <br />Services Department. Both of these events were posted on Nextdoor before they occurred. <br />During the development of the master plan, the Recreation and Human Services Department <br />held the following meetings to gather public input on Siempre Verde Park: <br />City of San Leandro Page 3 Printed on 91212015 <br />
