City of San Leandro <br />Meeting Date: April 18, 2016 <br />Staff Report <br />Agenda Section:File Number:16-138 CONSENT CALENDAR <br />Agenda Number:8.J. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Appropriating $60,000 of Measure B Bicycle and <br />Pedestrian Funds for the West Juana Pedestrian Improvements Project, <br />Project No. 2014.0500 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of an appropriation of $60,000 from the Measure B Bicycle and <br />Pedestrian Fund for the subject project. <br />BACKGROUND <br />Construction work on the West Juana Pedestrian Improvement Project is nearly complete. <br />This project included two construction contracts, one for installation of electronic bicycle <br />lockers at the Downtown BART station on San Leandro Boulevard and one for the <br />construction of sidewalk bulb outs, decorative crosswalks, and storm drain work on West <br />Juana Avenue, an important connector street between the Downtown BART Station and <br />Downtown San Leandro. This project is listed as a high priority in the San Leandro Bicycle <br />and Pedestrian Master Plan and is consistent with the City’s Transit Oriented Development <br />(TOD) Strategy. The project is primarily funded by a Measure B Bicycle/Pedestrian <br />Countywide Discretionary Funds grant, a Regional Measure 2 (RM2) grant and a <br />Transportation Fund for Clean Air (TFCA) grant the total of which cover 78% of the project <br />cost. <br />The electronic bicycle locker work was bid first, is complete, and has been accepted. The <br />streetscape work was bid second and came in higher than budgeted. In order to bring the <br />project cost to within the budget, proposed pedestrian level street lights were removed from <br />the streetscape construction contract. This change allowed us to award the contract with a <br />12% contingency in our budget, slightly less than our typical contingency of 15% for this type <br />of work. The new pedestrian level street lights will be proposed for future grant funded <br />projects and in the interim the existing lighting was upgraded with brighter bulbs. <br />Page 1 City of San Leandro Printed on 4/11/2016
