Planning Commission LOFT/UNAPPROVED Puary 24, 2000 <br /> Minute No. 2000-04 (Excerpt) Page 3 of 16 <br /> Associate City Planner Weisbrod said that a Mitigated Negative Declaration had been <br /> prepared for the project and there was a twenty day review period commencing February <br /> 14 and ending March 4. He said the project was going to the City Council on March 6 <br /> for consideration of the Owner Participation Agreement. He said several significant <br /> impacts were identified in the Negative Declaration and that a mitigation monitoring plan <br /> had been prepared. He said there were recommended conditions of approval and those, <br /> together with any modifications by the Planning Commission, would be attached to the <br /> owner participation agreement that would go to the Redevelopment Agency for its <br /> consideration. He said staff was recommending that the Planning Commission review the <br /> proposed development and forward a recommendation to the Redevelopment Agency to <br /> adopt the Mitigated Negative Declaration and approve the Owner Participation <br /> Agreement with the inclusion of the Conditions of Approval that staff is recommending. <br /> Commissioner Mahoney asked if the area where cars would be washed was equipped <br /> with a wash rack or a grease-oil separator. <br /> Associate City Planner Weisbrod responded that the dealership would have to install <br /> such equipment to conform to the Clean Water Act. He said the applicant would need a <br /> grading and drainage permit from the Engineering Department and all the drainage on the <br /> site would have to be filtered with proper filtration at the immediate wash site. <br /> Commissioner Collier asked whether pruning of the sycamores planted by the City <br /> along Marina Boulevard and Teagarden would be regulated by the City. <br /> Associate City Planner Weisbrod said that because of in the past sycamores had been <br /> damaged by poor pruning techniques, the City was requesting that the project check with <br /> the City before attempting to prune the sycamores. <br /> Commissioner Collier expressed a concern about illegal U-turns by vehicular traffic <br /> exiting the Marina Faire Shopping Center onto Teagarden. He said he would like No U- <br /> turn signs to be posted along with active enforcement. <br /> Associate City Planner Weisbrod responded that the matter had been referred to Traffic <br /> Administrator Ray Davis for study. <br /> Commissioner Demirjian asked if there would be work on the existing 33,000 square <br /> foot building. <br /> Associate City Planner Weisbrod said the building's corrugated metal skin would be <br /> removed and the building would be refaced with a new smooth metal skin or that a drive- <br /> it type material which has more of a stucco-type appearance. <br /> G:\MJNUTES.PC/2000/2-24-2000 <br /> 2/29/2000 <br /> aqg <br />
