Planning Commission L FT/UNAPPROVED Fuary 24, 2000 <br /> Minute No. 2000-04 (Excerpt) Page 12 of 16 <br /> Chair Chin noted that she was a Chovanes customer and had utilized its shuttle service. <br /> She said she hoped the shuttle service continued after the dealership was relocated. <br /> Cathy Olivero, 1984 Wayne Avenue, said she was a resident of the area and had <br /> experienced the ongoing development of the various car dealerships over a period of <br /> many years. She said she liked the design of the facility and was glad it was replacing the <br /> Safeway preserves plant which she said was an eyesore. She said that traffic in the area <br /> was horrendous. She said she commuted to Fairway on Teagarden every day. She said <br /> left-hand turns were common onto Teagarden from the Marina Faire Shopping Center, as <br /> were U-turns by semi-trucks at Marina Boulevard and Teagarden. She said that <br /> Teagarden was commonly used by children traveling to Wilson Elementary School, John <br /> Muir Junior High and Lincoln Continuation School and that the whole situation was an <br /> accident waiting to happen. <br /> Michael Walker, 155 Grand Avenue, Suite 100, Oakland, California 94612. He said he <br /> was the exclusive listing agent for the Lechler Estate who is the current owner of the <br /> property. He said that the Ford dealership represented the highest and best use for the <br /> site. He said the S overlay governing development limited the use of the property to <br /> either a retail facility similar to Marina Square Shopping Center or an automobile retail <br /> development. He said of the two types of development an auto dealership generated far <br /> less traffic. He said he had spent several hours at the site. In response to concerns raised <br /> by Vice-Chair Reed and other commissioners he noted that there existed a large blank <br /> area in the street that was not currently dedicated to traffic lanes that provided room for <br /> an additional lane. He stated his opinion that the additional lane should be adequate to <br /> mitigate any potential expansion in traffic. <br /> Robert Batnich, 2014 Evergreen Avenue, San Leandro, stated that he owned an 8.9 acre <br /> major trucking site located at 601 Alladin Street and 549 Montague close to the proposed <br /> development which generated 350 trucking trips per day. He said he owned additional <br /> properties at 14327 Washington Avenue and 1421 Washington Avenue which is the <br /> Rogers trucking site. he said this location generated substantial additional truck traffic on <br /> Teagarden. He said he was concerned that street parking around the dealership would <br /> interfere with trucking and other uses of his own and other businesses. He said he did not <br /> believe the environmental study had focused on how the project would affect outlying <br /> businesses that are already operating in the area. He said he felt the imposition of <br /> additional landscaping on the project would be an injustice to the dealership because it <br /> would take up additional parking spots. He said that he provided marked employee <br /> parking on each of his properties with the exception of the Rogers trucking site.
