• • <br /> Ford Land Development Company 6 February 29, 2000 <br /> 1111 Marina Boulevard <br /> pay for the cost of the improvements along its frontage associated with widening Marina Boulevard, <br /> should the widening take place within the next 20 years. Rather than creating an unusable traffic <br /> lane,the dedicated area will create an additional 16 foot wide landscape buffer, further beautifying <br /> the street until widening takes place. <br /> The OPA includes conditions that address items such as designation of employee and guest parking, <br /> site landscaping, architectural details, and mitigation measures as identified in the Negative <br /> Declaration. The Planning Commission supported these conditions and also recommended two <br /> design modifications to the project: adding additional color to the building by coloring the <br /> decorative score lines in the stucco and raising the entrance tower element slightly to give it more <br /> presence from the street. Both of these recommendations have been incorporated into the project <br /> design. <br /> The draft Planning Commission minutes are attached. <br /> CEQA <br /> A Mitigated Negative Declaration was prepared for this project. The 20-day review period <br /> commenced on February 14,2000 and ends on March 4,2000. As part of the environmental review, <br /> a Traffic Impact Study was prepared for the project by Fehr and Peers Associates. The Traffic Study <br /> indicates that the proposed project will not result in a significant increase in vehicular trips to and <br /> from the project site. The additional traffic generated by the project results in marginal increases in <br /> delays at the study intersections;however, all intersections continue to operate at the same service <br /> levels as without the project. Several potentially significant impacts having to do with increased <br /> lighting, short-term construction noise and hazardous materials waste are identified in the Negative <br /> Declaration.
