A Traffic Impact Study was prepared for the applicant by Fehr & Peers Associates, Inc.' <br /> Traffic impacts were analyzed for four intersections: Marina Boulevard/Teagarden Street <br /> (signalized); Marina Boulevard/I-880 Northbound Ramps (unsignalized); Marina Boulevard/I- <br /> 880 Southbound Ramps (unsignalized); and, Marina Boulevard/Merced Street (signalized). <br /> Morning and evening peak period intersection turning movement counts were also taken as part <br /> of the study. <br /> Under Existing Conditions, the two signalized intersections operate at acceptable Level of <br /> Service (LOS) C or better during both the AM and PM peak hours. For the unsignalized ramp <br /> intersections, all movements except the left turns are uncontrolled and experience no delays. The <br /> left-turn movements at the unsignalized intersections of Marina Boulevard with I-880 on-ramps <br /> operate at acceptable LOS D during the AM peak hour, and not-acceptable LOS F during the PM <br /> peak hour. <br /> Trip generation, based on the number of employees (which is higher than if based on gross floor <br /> area), indicates that the proposed project will produce approximately 79 trips during the AM <br /> peak hour, and 113 trips during the PM peak hour. <br /> The addition of traffic from the proposed project results in marginal increases in delays at the <br /> study intersections, however all intersections continue to operate at the same service levels as <br /> without the project. Since the project does not produce any eastbound left-turns at the Marina <br /> Boulevard/I-880 Northbound on-ramp intersection, there are no significant impacts at this <br /> intersection. The project contributes 21 vehicles to the already-failing westbound left-turn at the <br /> Marina Boulevard/I-880 Southbound on-ramp during the evening peak hour. This is less than <br /> five percent of the existing left-turn volume, and is not considered a significant impact. <br /> The conclusion of the traffic impact study indicates that the proposed automobile dealership <br /> would not result in any significant impacts on the intersections in the area and no mitigation <br /> measures are recommended or required <br /> 14. a., b., e. This in-fill project which is located on a site previously developed with <br /> manufacturing uses is located in an area currently served by the City's police, fire and refuse <br /> collection services. There will be no need for new governmental services. <br /> 16. a.-f. This in-fill project which is located on a site previously developed with manufacturing <br /> uses is served by public utilities.
