III. ON-SITE IMPROVEMENTS A. Screenwalls and Solid Gates 1. Prior to issuance of building permits, the applicant shall submit final plans and details for the screenwalls to the outdoor seating area, soundwalls to enclose the easterly rear food truck parking, vehicle wash area, trash enclosure, and solid gate rolling gate for the review and approval of the Zoning Enforcement Official. The plans shall include but is not limited to such details as, 1) footings; 2) materials; 3) finishes and colors; and 4) hardware for the rolling gate. 2. The southerly side property line shall include an eight foot tall soundwall that returns from the proposed soundwall, adjacent to the rolling gate, to the corner of the building on the adjacent property to fully enclose and screen the easterly rear parking, wash, and trash enclosure areas. B. Landscaping 1. Prior to issuance of building permits, the applicant shall submit final landscape and irrigation plans for the review and approval of the Community Development Department. The plans shall include but is not limited to such details as, 1) tree size, species and location; 2) shrubs and groundcovers; 3) installation specifications; 4) irrigation details; 5) water conservation techniques; and 6) maintenance programs to comply with the Zoning Code Article 19 Landscape Requirements (Water Efficiency Landscape Ordinance, WELD). To reduce on-site water consumption and reduce the energy required for the pumping and distribution of water, drought - resistant native species shall be used for site landscaping where possible. 2. All trees shall be a minimum 15 gallon container size. 3. Any above -ground back-flow preventors shall be adequately screened to the satisfaction of the Zoning Enforcement Official. 4. All landscaping improvements shall be maintained in a healthy, growing and weed - free condition at all times and in accordance with the approved landscape plan. Any dead, missing, or unhealthy plant materials shall be immediately replaced. No trees shall be removed without the prior authorization of the Zoning Enforcement Official. The irrigation system shall be regularly adjusted and repaired as necessary for maximum water efficiency and conservation. B. Signage 1. Prior to issuance of building permits, applicant shall submit a final sign program showing locations (i.e., building signage), details and total sign area calculations for the review and approval of the Zoning Enforcement Official and the City Engineer. Said program shall include but is not limited to building sign's in compliance with Exhibit F, a freestanding sign structure with a sign area that shall not exceed 64 PLN2013-00016 Agreement to Conditions May 9, 2013 Page 5 of 14
