III. ON-SITE IMPROVEMENTS <br />A. Screenwalls and Solid Gates <br />1. Prior to issuance of building permits, the applicant shall submit final plans and <br />details for the screenwalls to the outdoor seating area, soundwalls to enclose the <br />easterly rear food truck parking, vehicle wash area, trash enclosure, and solid gate <br />rolling gate for the review and approval of the Zoning Enforcement Official. The <br />plans shall include but is not limited to such details as, 1) footings; 2) materials; 3) <br />finishes and colors; and 4) hardware for the rolling gate. <br />2. The southerly side property line shall include an eight foot tall soundwall that <br />returns from the proposed soundwall, adjacent to the rolling gate, to the corner of <br />the building on the adjacent property to fully enclose and screen the easterly rear <br />parking, wash, and trash enclosure areas. <br />B. Landscaping <br />1. Prior to issuance of building permits, the applicant shall submit final landscape and <br />irrigation plans for the review and approval of the Community Development <br />Department. The plans shall include but is not limited to such details as, 1) tree size, <br />species and location; 2) shrubs and groundcovers; 3) installation specifications; 4) <br />irrigation details; 5) water conservation techniques; and 6) maintenance programs to <br />comply with the Zoning Code Article 19 Landscape Requirements (Water <br />Efficiency Landscape Ordinance, WELD). To reduce on-site water consumption <br />and reduce the energy required for the pumping and distribution of water, drought - <br />resistant native species shall be used for site landscaping where possible. <br />2. All trees shall be a minimum 15 gallon container size. <br />3. Any above -ground back-flow preventors shall be adequately screened to the <br />satisfaction of the Zoning Enforcement Official. <br />4. All landscaping improvements shall be maintained in a healthy, growing and weed - <br />free condition at all times and in accordance with the approved landscape plan. Any <br />dead, missing, or unhealthy plant materials shall be immediately replaced. No trees <br />shall be removed without the prior authorization of the Zoning Enforcement <br />Official. The irrigation system shall be regularly adjusted and repaired as necessary <br />for maximum water efficiency and conservation. <br />B. Signage <br />1. Prior to issuance of building permits, applicant shall submit a final sign program <br />showing locations (i.e., building signage), details and total sign area calculations for <br />the review and approval of the Zoning Enforcement Official and the City Engineer. <br />Said program shall include but is not limited to building sign's in compliance with <br />Exhibit F, a freestanding sign structure with a sign area that shall not exceed 64 <br />PLN2013-00016 Agreement to Conditions <br />May 9, 2013 Page 5 of 14 <br />
