SAN LEANDRO GENERAL PLAN UPDATE DRAFT FEIR <br />CITY OF SAN LEANDRO <br />REVISIONS TO THE DRAFT EIR <br />3-4 AUGUST 2016 <br /> Remove the “Maximum Office FAR: 2.0” and “Maximum Retail FAR: 2.0” and replace with <br />“Maximum Non-Residential FAR: 3.5” in Section 2-686. <br /> Remove the wording in Section 2-680.F.1(a) “A front building setback of 12 feet to 15 feet from <br />the existing property line is required along the west side of East 14th Street to align with the Civic <br />Center and to create a minimum 25-foot sidewalk and pedestrian amenity zone.” <br />3.3 REVISIONS TO CHAPTER 4.2, AIR QUALITY <br />The third paragraph on page 4.2-40 of the Draft EIR is hereby amended as follows: <br />Significance after Mitigation: Significant and unavoidable. The General Plan includes policies, listed above <br />and under Impact AQ-1 that, once adopted, would minimize emissions to the extent feasible. Mitigation <br />Measure AQ-1 AQ-2A would require implementation of BAAQMD-approved mitigation measures if <br />subsequent environmental review determines that applicants for future development in San Leandro <br />could generate operational emissions in excess of the BAAQMD significance thresholds. An analysis of <br />emissions generated from the operation of specific future projects allowed under the General Plan would <br />be compared to BAAQMD’s project-level significance thresholds during individual environmental review. <br />The total criteria air pollutant emissions from operation of future development projects under the <br />proposed project would be substantial and would contribute to increases in concentrations of air <br />pollutants, which could contribute to ongoing violations of air quality standards. It should be noted that <br />the identification of this program-level impact does not preclude the finding of less-than-significant <br />impacts for subsequent projects that comply with BAAQMD screening criteria or meet applicable <br />thresholds of significance. The policies proposed as part of the General Plan would reduce criteria air <br />pollutants, to the extent feasible, as part of this programmatic review of air quality impacts. Additional <br />measures to reduce criteria air pollutant emissions would be considered during individual project-level <br />review based on site-specific and project-specific characteristics to reduce significant impacts as <br />applicable. Because those projects and measures cannot be known at this time, the impact is considered <br />significant and unavoidable. <br />3.4 REVISIONS TO CHAPTER 4.11, POPULATION AND <br />HOUSING <br />The last paragraph on page 4.8-11 of the Draft EIR is hereby amended as follows: <br />As described under Section 4.11.1.2, Existing Conditions, the City of San Leandro’s jobs-to-household ratio <br />was 1.36 in 2015 which is consistent with the 1.35 jobs-to-household ratio for the Bay Area as a whole. <br />However, the 28 percent increase in jobs, under the proposed Plan, would increase the jobs-to-household <br />ratio from 1.36 in 2015 to 1.44 by the horizon year 2035.
