However, as described under Section 4.11.1.1, Regulatory Framework, the City of <br />San Leandro’s Housing Element, contains goals, policies, and actions that would ensure an adequate <br />supply of housing opportunities is available within the San Leandro to accommodate current and future <br />employed residents. Policy 53.07 in particular calls for maintaining an adequate supply of housing units <br />for persons who are locally employed. Policies 53.01 and 53.03 would ensure that adequate land supply <br />and funding opportunities are available to meet housing needs in San Leandro. In addition, the proposed <br />Plan’s Land Use Element includes goals, policies, and actions that would help to ensure an adequate <br />amount of housing inventory for San Leandro’s current and future residents: <br />3.5 REVISIONS TO CHAPTER 4.12, PUBLIC SERVICES AND <br />RECREATION <br />The second paragraph under the heading “Proposed General Plan Update” on page 4.12-34 of the Draft EIR <br />is hereby amended as follows: <br />Demand would be distributed throughout San Leandro, although increases in demand would likely be <br />higher in the areas most likely to change and add residents under the proposed Plan: Downtown, the East <br />14th Street corridor, the Bayfair Bay Fair Station Area, the shoreline, and the MacArthur Boulevard <br />corridor. <br />The Action CSF-3.3 B: Library Kiosks on page 4.12-40 of the Draft EIR is hereby amended as follows: <br />Explore electronic library kiosks with downloadable ("e-book") materials in high-volume pedestrian areas <br />such as the BART stations, Downtown, and Bay Fair Bayfair Mall, and in areas without easy access to the <br />Main Library or branch libraries. <br />3.6 REVISIONS TO CHAPTER 4.13, TRANSPORTATION AND <br />TRAFFIC <br />The third paragraph under the heading “Transit Facilities” on page 4.13-13 of the Draft EIR is hereby <br />amended as follows: <br />Future improvements to BART service include the extension into Santa Clara County as well as to <br />Livermore. In addition, the Bayfair Bay Fair Connector project, which is funded by Alameda CTC through <br />Measure BB funds, would provide for a smoother transfer at Bayfair Bay Fair, if traveling between <br />Pleasanton and Fremont.
