City of San Leandro <br />Meeting Date: November 7, 2016 <br />Staff Report <br />Agenda Section:File Number:16-564 CONSENT CALENDAR <br />Agenda Number:8.I. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving a Consulting Services Agreement with <br />Indigo / Hammond & Playle Architects, LLP in the amount of $648,001.85 and <br />Authorization for Contract Change Orders for up to 25% of the Contract <br />Amount for the Police Building and South Offices Modifications Project, <br />Project No. 2014.0481 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of a Consulting Services Agreement with Indigo / Hammond & <br />Playle Architects, LLP in the amount of $648,001.85 for the preparation of construction-ready <br />plans, specifications and cost estimates for improvements to expand the San Leandro Police <br />Department (SLPD) into the South Offices building and an expansion of the dispatch center in <br />the Public Safety Building (PSB). <br />Staff recommends that the City Council authorize the City Manager to negotiate and approve <br />contract change orders for the CSA up to 25% ($162,000.46) of the contract amount. <br />BACKGROUND <br />In 2009, Leach Mounce Architects prepared a needs assessment that evaluated adequacy of <br />the Public Safety Building (PSB), which houses the Police Department. The resulting report <br />identified over twenty significant deficiencies in the PSB, including inefficient configuration of <br />workspaces and the dispatch center, inadequate electrical power and overcrowding. <br />The City explored options to address conclusions from this needs assessment and as a result, <br />decided on relocation of some Police Department functions and personnel from the PSB to <br />the adjacent South Offices Building. The solution selected focused on remedying the most <br />pressing identified deficiencies and efficiently using the City’s existing facilities and limited <br />funding. <br />In 2014, Indigo / Hammond & Playle Architects, LLP was hired to prepare two conceptual <br />Page 1 City of San Leandro Printed on 11/1/2016
