City Council Goals for the Year 2000
Project Name: Hillside Slide Mitigation
Project Description: A design to repair the landslide on private properties adjacent to Hillside
Drive has been completed. Funding for the entire project needs to be identified prior to
beginning construction. There is currently $1.2 Million identified from FEMA and State OES,
and $1 Million identified by the State (Corbett). However, estimated construction costs for the
repair exceed the available funding by $2.5 Million.
Vision/Opportunities: There is a need to identify alternate funding sources to continue this
project. All funding sources have been exhausted, except one, namely, the formation of a
Geologic Hazard Assessment District (GHAD). Further analysis is required to determine the
feasibility of forming such a district.
Constraints: (1) The financial burden of the shortfall, if assumed by the private property
owners, far exceeds the property values of the affected properties. (2) If no additional action is
taken to mitigate the hillside slide, the slide will continue and eventually cause damage to the
City's infrastructure and possibly other properties.
Timeline:
June 2000
Public Hearing
Construction Process
Completion of Contract Documents: To be determined, based on funding
availability
Call for Bid: Two months after completion of contract
documents
Bid Award: One month after call for bid
Construction Start: One month after bid award
Construction Completion: Three months thereafter
Home Relocation: One month after construction completion
Performance Indicators/Identitiable Milestones: Council Work Session on Funding Status
Fiscal Impacts: The fiscal impact on the property owners is being determined as part of the
mitigation project analyses.
gAdeptyo \cm-evd-roeponeo- 111 py.doc 6 mv. 12/15/99
