13 <br />and opportunities for public art and to contribute to the enrichment of <br />the community by adding public art that is of the highest quality, visually <br />stimulating and of enduring value; <br />6. Analyze and make recommendations to the City Council on long term <br />financing to support the arts; <br />7. Advise and make recommendations to the City Council on the acceptance of <br />donations and submissions of art and other matters of arts in the community; <br />8. Support the goals and priorities of the City Council. <br />To date, the SLAC has been underutilized. The roles and responsibilities of the <br />SLAC need to be clarified and updated to reflect the growth and evolution of <br />an arts and culture program and to capitalize on their individual and collective <br />expertise, as follows: <br />1. Establish and approve the Arts and Culture Program mission, and curatorial <br />and programmatic goals, policies, and guidelines. <br />2. Develop an annual Arts and Culture Work Plan that charts current and future <br />arts and culture projects and determines resources and funding priorities. <br />3. Review and recommend cultural programming and grants to arts <br />organizations and individual artists. <br />4. Review and forward recommendations to City Council for deaccession of <br />artwork, acceptance of artwork gifts and loans, and proposals for memorials <br />and murals on city-owned property, in accordance with each respective policy. <br />5. Serve as the key advocacy body for the Arts and Culture Program and <br />participate in community outreach activities and events. <br />COMPOSITION <br />The SLAC will be comprised of nine (9) members. The membership will include <br />one member from each of the six (6) Council Member Districts and will be <br />knowledgeable about the visual arts, performing arts, media arts, literary arts, arts <br />production, and/or arts presentation. The membership will include three (3) at <br />large members, with at least one at large member who is a resident of the City of <br />San Leandro. <br />At least three (3) of the nine voting members must be practicing artists or arts <br />professionals with credentials and work experience as exhibiting and performing <br />artists in the visual, performing, media, and literary arts, , contemporary art <br />museum and gallery curators, theatre and museum directors, arts management <br />professionals, arts educators, design professionals such as architects, landscape <br />architects, and urban planners. <br />24
