51 <br />the assessment of the firms, it is recommended that Arts and Culture Program <br />staff participate on the interview panel. <br />URBAN DESIGN AND PLANNING FRAMEWORK <br />FOR ARTS AND CULTURE <br />The City of San Leandro has shown great leadership in its practice of <br />incorporating the arts into the fundamental aspects of planning, recognizing that <br />the arts elevate the quality of the urban environment and promotes a cohesive <br />vision for the character of public places and neighborhoods. Including arts and <br />culture considerations in general plan updates, strategic plans, and master plans <br />redefines the relationship of art to urban space as an integral part of the urban <br />infrastructure and the natural environment. <br />When the arts are addressed at the planning level, it can contribute to <br />economic prosperity, create great public spaces, foster cultural diversity, and <br />attract tourists—all while celebrating the distinctiveness of San Leandro and its <br />neighborhoods. In addition, appointing someone with professional arts expertise <br />to the Planning Commission will reinforce the City’s commitment to thoughtful <br />integration of art and architecture in City construction projects. <br />Artwork enlivens the pedestrian experience by serving as a point of reference, <br />landmark, or critical linkage. All appropriate general, strategic, and master <br />planning documents should include a set of prioritized arts goals and <br />opportunities. When implemented, the inclusion of arts and culture becomes <br />part of the vision and is further refined in relevant design standards and other <br />implementation documents. <br />Plans should continue to: <br />• Identify and define arts and culture goals, guidelines, and opportunities <br />that include the examination of character, connections, history, and land <br />uses; <br />• Outline criteria for placement of public art, including appropriate material <br />and scale; <br />• Classify high-visibility placement opportunities; and <br />• Describe programming ideas for temporary public art installations; and <br />performances. <br />PARTNERSHIPS AND STRATEGIC ALLIANCES <br />62
