Where feasible, consider the <br />integration of social services such as child care within such projects. <br />Coordinating Land Use and Transportation <br />Goal T-1: Coordinate Land Use and Transportation Planning <br />Policy T-1.5: Land Use Strategies. <br />Promote land use concepts that reduce the necessity of driving, encourage public transit use, and <br />reduce trip lengths. These concepts include live-work development, mixed-use development, <br />higher densities along public transit corridors, and the provision of commercial services close to <br />residential areas and employment centers. <br />Reducing Vehicle Miles Traveled (VMT) Through Zoning: Establish zoning densities and <br />intensities that reinforce the city's desire to reduce vehicle miles traveled (VMT) by focusing <br />development near transit, and providing opportunities to live, work, and shop in close proximity. <br />Bicycle and Pedestrian Circulation <br />Goal T-3: Promote and accommodate alternative, environmentally friendly methods of <br />transportation, such as walking and bicycling. <br />Policy T3.1: Citywide Bikeway System. <br />Develop and maintain a bikeway system that meets the needs of both utilitarian and recreational <br />users, reduces vehicle trips, and connects residential neighborhoods to employment and <br />shopping areas, BART stations, schools, recreational facilities and other destinations throughout <br />San Leandro and nearby communities. <br />Action T-3.1.A: Bikeway Plan Implementation. <br />Maintain a Bicycle and Pedestrian Master Plan and update that Plan every five years to <br />identify existing and future needs and provide specific recommendations for facility and <br />program improvements and phasing. The Plan Map should be formatted for broad public <br />distribution and should show key bicycle facilities, destinations, connections to nearby <br />communities, and safety information. Any changes to the Plan should maintain consistency <br />with city, county, regional, state, and federal policy documents. <br />Policy T-3.2: Funding. <br />Maximize the City’s eligibility for funding for bicycle and pedestrian improvements, and <br />aggressively pursue such funding to complete desired projects. <br />Action T-3.2.A: Pursuit of All Eligible Funding Sources. <br />Identify governmental and non-governmental programs that fund bicycle and pedestrian <br />capital improvements and programs, along with specific funding requirements and <br />deadlines. Where the probability of funding is increased, pursue multi-jurisdictional <br />applications with Alameda County, neighboring cities and other potential partners such as <br />BART and the East Bay Regional Park District (EBRPD). <br />Policy T-3.6: Pedestrian Environment. <br />Page 6 City of San Leandro Printed on 1/2/2018 <br />11
