File Number: 18-013 <br />Committee Requests/Direction to Staff: <br />Council Member Lopez: Requests that staff coordinate with other significant public meetings so <br />that interested members of the public will be informed and can make educated choices on which <br />meeting to attend. <br /> <br />Mayor Cutter: Will concrete barriers/buffers be installed for bike lanes along Bancroft Avenue? <br />Buffers at this location will ideally be concrete however a range of option will be reviewed. <br /> <br />17-706 Project Updates <br />a. Broadband Strategy/Fiber Master Plan <br />Chief Innovation Officer Deborah Acosta updated the Committee on the broadband strategy and <br />fiber master plan. <br /> <br />Committee Requests/Direction to Staff: <br />Mayor Cutter: How can digital equity throughout the City be increased and telecom partners be <br />engaged in that effort? Consultant is working to help the City equitably develop its own facilities. <br /> <br />Council Member Lopez: Pre-emption - FCC would preempt the state, which would then preempt <br />the local agencies. How do we as a City advocate for control over fiber infrastructure and <br />spectrum? Our Master Plan will discuss good governance and provide guidance for advocacy on <br />the subject. <br /> <br />Requests that community workshops be planned so they don't conflict with other public meetings. <br /> <br />Council Member Cox: When referencing legislation, is that planned at the State or local level? <br />Ordinances and other legislation are being formulated for the Council level. <br />Council Member Cox: When will Fiber Master Plan draft be ready for review? Community <br />workshops in January and draft will be ready in March/April. <br />Council Member Cox: What are anchor institutions? <br />Anchor institutions in San Leandro would be similar to Kaiser, SLUSD, BART and other possible <br />partnerships that can be developed to share fiber infrastructure. <br /> <br />b. Discussion Regarding Future Agenda Items <br />a. A/V Equipment - January/February <br />b. I-880/Davis Interchange Landscaping Conceptual Design - February <br />c. Pools - January/February <br />i. Farrelly <br />ii. Washington-Manor <br />iii. Boys & Girls Club <br />d. AC Transit BRT Transit Center at San Leandro BART <br />e.
